The required prior work experience for the bidder includes the submission of experience certificates and a Project Data Sheet, detailing all completed/ongoing projects in the last 10 years. The experience certificates should contain specific information, including the name of work, location, scope of work, capacity, cost of work, and details of the client. The value of similar works completed is considered in the evaluation, with the firm able to claim credit for the entire scope of work or a proportion of it, depending on the stake in the joint venture. For example, if the capacity of the work executed is 30 MGD and the firm has executed the project as a member with a 40% stake, then the firm can claim credit for (40% x 30 MGD) 12 MGD works. The contract value, cost of work, and amount of penalty, if any, should be mentioned in the experience certificates. The bidder must also demonstrate access to liquid assets sufficient to meet construction cash flow requirements, estimated at a minimum of 15% of the estimated contract value (ECV) for ECV less than INR 100 Cr, and 10% of the ECV for ECV greater than or equal to INR 100 Cr, subject to a minimum of INR 15 Cr as of 31st March 2022. The maximum possible legal liability arising out of all pending litigation should not exceed 50% of the bidder's net worth.
