That is actually over 200 years of legacy that Kerala PWD has, ain’t it? Now the PWD or Public Works Department itself is one of the oldest departments of India. PWD Kerala itself is one of the very important departments of Kerala government. It is the statutory authority to undertake all the public works of the Kerala Government like roads, bridges, government buildings in terms of its design, planning, monitoring, construction and maintenance. All of this comes under the Kerala PWD, irrespective of the fact what’s the source of funds to get these things done. Kerala PWD comes under the minister of Public Work and secretary to government at the Secretariat.

History of Kerala PWD

The history of Kerala Public Works Department goes back to 1823 in the State of Travancore (it formed the major part of Kerala State later on, following the re-organisation of states which happened in 1956). With the formation of the Maramath Department as a branch of the Huzur Cutchery (Government Secretariat) which had an executive branch that was called the Panivakai Maramath.  In the year 1854, Panivakai Maramath was made into the Public Works Department. In 1862 the budget system was started. So the expenditure of the department was brought under due control. Then in 1898 there was a new scheme that was drawn up for auditing of the department’s accounts. Then in 1901, the PWD Code was introduced. In the later years, a number of things started getting re-organized like the number of offices, officers and their salaries in the department. On 19th March 1934, a new Irrigation Division was formed which had 3 sub-divisions and 9 Sections. This was done to carry out the Irrigation works for the state, excluding the area that was commanded by the Kothayar Project. In 1935, the Water Works and Drainage branch got separated and they were organised into a separate new department. Later then on 29th March 1990, as per the G.O (P) No 27/90/PW & T, the Public Works Department was divided into two departments. They were the Public Works Department and Irrigation Department which came into effect from 1st April 1990. Over all these years the Public Works Department has grown multifolds. At present it has got eight wings out of which there are two project wings and six public sector undertakings.

Organisational structure of Kerala PWD

Based upon the nature of works, the current organisational structure of Kerala PWD is divided amongst various wings and then each of these wings are administratively controlled by a chief engineer. There are superintending engineers or circle offices under the chief engineer. In each circle, there are various divisions controlled by executive engineers. Divisions are further bifurcated into subdivisions which are under the control of assistant executive engineers. Subdivisions are further divided into a number of sections. These sections are under the charge of assistant engineers. Other than this, other Kerala state orgnisations like Kerala state construction corporation limited – KSCC, Kerala state transport project – KSTP, Kerala road fund board – KRFB, Road infrastructure company kerala limited – RICK and roads and bridges development corporation of kerala limited – RBDCK; all come under the department of Kerala PWD.
