The required prior work experience for the bidder varies based on the package value. - For package value more than 5.0 crores, the bidder should have at least 1 single work completion certificate of value not less than 30% of the package value. - For package value between 5.0 crores and 3.0 crores, the bidder should have at least 1 single work completion certificate of value not less than 50% of the package value. - For package value less than 3.0 crores, the bidder should have at least 1 single work completion certificate of value not less than 70% of the package value, or 2 works equaling 50% of package value, or 3 works equaling 30% of package value. - For similar works, the bidder should have at least 1 single work completion certificate of value not less than 50% of the package value, or 2 works equaling 30% of package value, or 3 works equaling 20% of package value. The bidder's experience in works in soil and water conservation or similar nature in any department under the government is considered, with a weightage of 40% for completion of work (single) in similar nature of works under the Soil Conservation department or any other government department. The work experience will be counted up to the last 5 financial years. The bidder should have an average annual turnover of not less than 30% of the NIT/Package value, calculated over the last 5 years. The bidder should also provide information on existing commitments, including value of remaining works, and anticipated date of completion. The bidder should also submit a certificate from the Engineer-in-charge for completed works. The bidder should also provide details of works already completed, including tender value and remarks. The bidder should also provide a certificate of executed work done, issued by the authorized Engineer-in-charge, along with name and complete contact details. The bidder should also submit an affidavit regarding any litigation, current or during the last five years, especially in any Public Works Department, in which the Bidder is involved and disputed amount, type of dispute. The bidder's existing works in hand must have a progress of more than 50% complete. The bidder's available bid capacity must be sufficient to execute the contract. The calculation of bidding capacity is as follows: Bidding Capacity = (A X N X 2 – B), where A is the maximum turnover in civil engineering works, N is the number of years prescribed for completion of the works, and B is the value of existing commitments. The bidder must also provide a performance report of existing/completed works, verified by the Concerned Executive Engineer/Divisional officers.
