Background Covid-19 Has Triggered The Deepest Global Recession In Decades Within A Significant Impact On The Way How Healthcare Is Provided. While The Ultimate Outcome Is Still Uncertain, The Pandemic Will Result In Contractions Of Healthcare Revenues Across The Vast Majority Of Emerging Markets And Developing Economies. It Will Also Do Lasting Damage To Health-seeking Behavior And How Productivity And Potential Output Of The Health Sector Is Considered, Including Much More Focus On Pandemic Preparedness And Ability To Respond To Outbreaks. The Immediate Policy Priorities Include Redefining Education And Human Resources For Health As Well As Service Delivery Capacity And Network, Which Reflects The Needs Of The Population As Well As Environment Prepared For Pandemic Or Outbreaks As Well As To Continue Progressing Towards Uhc As A Long-term Goal. The Project On The Writing Up The Masterplan Shall Start Next Year. Still, By The End Of October 2020 (subject To Change), The Moh Needs To Develop A Detailed Proposal Of The Baseline Assessment, Which Should Be Centred Around But Not Exclusive To: • Setting Norms Of Service Delivery • Projecting Demand For Health Care Through The Burden Of Disease • Assessing The Physical Access To Essential Health Services Through Geospatial Analysis • Other Relevant Analysis (e.g., Health Labour Market Analysis) Part Of The Work Should Also Be To Organize Webinars/seminars On Presenting Practical Examples From Other Countries And Providing Feedback To Moh Proposals.   Purpose/specific Objective Of The Activity To Support The Ministry Of Health, Malaysia In Terms Of The Development Of Masterplans For Health Care Facilities And Workforce Including The Baseline Assessment Of Health Services Utilization To Identify Gaps Between Demand And Supply Of Essential Health Care In The New Normal Of Covid-19.   Description Of Activities To Be Carried Out The Short-term Consultant Is Expected To Support The Health Policies And Service Design Unit, Division Of Health Systems And Services, Who Regional Office For The Western Pacific (wpro) And The Who Country Office In Malaysia In Supporting The Government Of Malaysia, Represented By The Ministry Of Health (moh), To Help Draft A Concept Note Which Will Be Used As A Proposal To Develop The Master Plan For Health Workforce And Infrastructure In The Next Five Years In The Malaysian Health System.   Methods To Carry Out The Activity Activity 1: Literature Review On The Methodology For The Masterplan Development • Conduct Literature Search To Explore Major Methodologies For Developing A Masterplan Of Health Facilities And/or Workforce, Preferably Used In Countries With A Similar Context To Malaysia. • Summarize And Document The Identified Methodology To Develop A Masterplan With A Focus On Recommended Approaches Which Could Be Applicable For Malaysia. • Organize At Least A Webinar To Describe Key Findings From The Literature Review And Propose Recommendations. Activity 2: Sharing Country Experiences In Preparing A Masterplan • Identify At Least Two Country Examples That Successfully Developed A Masterplan Of Health Facilities And/or Workforce, Preferably Relevant To The Context Of Malaysia. • Document The Processes, Methods, Key Success Factors, And Lessons Learnt From Each Country Case, Which Malaysia Could Learn And Adapt.  • Organize At Least A Webinar To Introduce Key Findings From Selected Country Cases To The Moh’s Technical Counterpart And/or Senior Management. Activity 3: Reviewing The Draft Proposal By The Moh And Guiding The Moh Beyond The Proposal Development • Review The Proposal Of The Baseline Assessment Drafted By The Moh Technical Counterpart • Provide Feedback And Technical Inputs To The Drafted Proposal • Facilitate The Determination Of The Most Appropriate Methodology For The Masterplan Development • Dialogue With The Moh Counterpart To Elaborate The Overall Work Plan To Develop The Masterplan • Discuss The Need For Any Further Technical Supports In Relation To The Development Of The Masterplan, If Necessary Output/s Output 1: Informing The Results Of The Literature Review In Terms Of The Recommended Methodology For The Masterplan Development Deliverable 1: A Synthesis Of Key Findings From The Literature Search For The Methodology To Develop A Masterplan Applicable To The Malaysian Health Policy.
