Background Non-communicable Diseases Are A Top Cause Of Mortality In Asia. The Impact Of Ncds Continues To Exacerbate Poverty And Negatively Impact Economic Development In Asean Member States (ams).  Financing For Ncds Among Ams Has Generally Increased Overall, But It Remains Underfunded Compared To The Escalating Numbers Of People Affected By Ncds, And The Health And Economic Burden Imposed By Ncds. Given This, It Is Timely And Important To Identify Alternative And Innovative Ways And Mechanisms To Improve Health Financing For Ncds In Ams.   Purpose/specific Objective Of The Activity The Overall Objective Of This Agreement For Performance Of Work (apw) Is To Review Innovative Health Financing For Noncommunicable Diseases (ncds) Among Asean Member States   Description Of Activities To Be Carried Out Output 1: Inception Report Deliverable 1.1: Develop An Inception Report That Includes A Description Of The Research Framework And Methodology, Plan Of Work With A Gantt Chart Of Activities, And A Budget Output 2: Review Of Innovative Health Financing For Noncommunicable Diseases (ncds) Among Asean Member States Deliverable 2.1: Provide A Draft Report In The Format Described In The Annex That Reviews Innovative Health Financing For Noncommunicable Diseases (ncds) Among Asean Member States, With Sections Specifically Covering: 1. a Review Of Health Financing Mechanisms Used Worldwide To Fund Ncds 2. a Review Of Health Financing Strategies And Mechanisms Used By Ams To Fund Ncds, Covering Those That Have Been Proposed, Those Currently Being Implemented, And Failed Attempts 3. ncd Financing Policy Recommendations/options For Ams. Deliverable 2.2: Provide A Final Report That Reviews Innovative Health Financing For Noncommunicable Diseases (ncds) Among Asean Member States (as Described Above).  Two Versions Of The Final Report Are Required To Be Submitted Electronically (i) A Final Report That Meets The Format Requirements Specified In The Annex, And (ii) A Publishable Manuscript.   Methods To Carry Out The Activity • Provide An Inception Report Including A Workplan With An  Accompanying Timeline • Review Literature Of Innovative Financing Mechanisms Worldwide And In Asean Member States (ams) • Documentation Should Include: Search Strategy, Criteria For Inclusion In The Review, Number Of Literature/articles Published Identified Through Search And Number Included/eliminated Related To The Inclusion Criteria • Undertake Key Informant Interviews With: • Health Financing And Ncd Experts Globally And In Ams • Focal Persons For Ncds In Ams • Asean Secretariat, For Asean Efforts Already Pursued Or In The Pipeline Relative To Health Financing, Ncds And Universal Health Coverage (uhc). • Records Of Interviewees And Transcripts Of Discussions Should Be Kept By The Contractor. • Provide A Draft Report For Review • Finalize And Submit The Relevant Reports/manuscript   Qualifications & Experience The Contractual Partner Must Fulfil The Following Qualifications Education And Certifications • Team Lead For The Contractor Must Possess At Least A Master’s Degree In Health Economics; Other Members Of The Team Should Possess Suitable Qualifications In Health Economics, Public Policy, Public Health, Health Research Or Social Sciences. Work Experience • The Team Lead Should Have At Least Ten Years Of Demonstrable Experience As A Health Economist Working On Health Financing Issues • The Team Should Be Able To Demonstrate Ample Experience In Extensively Reviewing Literature And Collecting And Analyzing Qualitative Data And Evidence, Formulating Policy Recommendations/options And Summarizing Results Into A Report. • Experience Working/advising On Health Policy Issues With Governments And Multilateral Agencies. Technical Skills And Knowledge • Solid Knowledge And Familiarity With Health Financing Issues From An International Perspective, Including An Understanding Of The Importance Of The Impact Of Ncds On Health Financing • Excellent Skills In Searching, Accessing, Reviewing And Summarizing Literature • Excellent Skills In Interviewing Experts And Key Informants, And Accurately Documenting These Discussions • Excellent Ability To Analyze Policy Issues And Identify Relevant Policy Recommendations Languages • Excellent English Communication (writing And Speaking) Skills   Additional Information: The Contractor (both The Institution And Any Individuals Engaged On This Work) Shall Have No Direct Or Indirect Involvement Or Interest, In Any Form, In Arms Dealing, Drugs, Alcohol Industry, Tobacco Industry Or Human Trafficking.  The Contractor And Personnel Involved In This Work Shall Have No Conflicts Of Interest In Relation To The Work Being Undertaken. The Work To Be Done Under This Contract Shall Be The Review Of Innovative Health Financing For Noncommunicable Diseases (ncds) Among Asean Member States As Set Out In The Terms Of Reference. The Contract Will Be Completed In Not More Than 3 Months From The Commencement Of The Work, Or Otherwise As Agreed In Writing Among The Owner And The Contractor. The Work Shall Be Done In Strict Compliance With The Contract, Specifications, Schedules, And All Other Contract Documents And All Instructions. Failure To Do So Shall Be At The Contractor’s Risk And Account. Submission Of Bid By The Contractor Shall Constitute Acknowledgement By The Contractor That It Is Aware Of And Concurs With All Of The Requirements Or Conditions Incorporated In The Call For Proposal And The Other Documents. As Time Is An Essential Element Of This Contract, For Failure To Complete All Work Within The Stipulated As Set Out In The Terms Of Reference, The Owner Shall Charge The Contractor Liquidated Damages. This Shall Be In The Amount The Sum Of 0.5% Of The Total Contract Amount Per Day (saturdays, Sundays And Holidays Are Included) But Not To Exceed On Total 10% (ten Percent) Of The Contract Amount. These Liquidated Damages Shall Be For The Added Cost Incurred By The Owner For Such Delay And Also For The Inconvenience Caused To The Users Of The Work. It Is Understood That This Is Not A Penalty But A Fixed Sum Representing The Liquidated Damages For Each Calendar Day Of The Delay.
