wiltshire Council, ‘the Council’, Is Seeking To Create An Alliance Of Residential And Nursing Care Home Providers To Provide Residential And Nursing Care Home Bed Services In Wiltshire. The Care Home Alliance Will Be Created By Establishing A Pseudo Dynamic Purchasing System (dps) To Procure These Services Which Fall Within The Light-touch Regime (ltr - Pcr 2015 Regulations 74-77). The Pseudo Dps Will In Many Respects Look And Feel Like A Dps Set Up Under Pcr 2015 Regulation 34, But The Flexibility Of The Ltr Will Apply. None Of The Formal Procedural Rules Have Any Direct Application Including The Requirements Of Regulation 34. Wiltshire Council Makes This Distinction To Avoid Implying That It Will Follow, Or Be Bound By, The Full Procurement Regime Under Pcr 2015 For This Procurement. This Initial Procurement Is To Establish The Care Home Alliance And During The Term Of The Dps New Providers Will Be Able To Apply To Join. The Council Wish To Use The Care Home Alliance To Purchase Residential And Nursing Care Home Placements. This Will Be Procured By Future Mini Competitions Following The Establishment Of The Care Home Alliance. On Successful Application In Response To A Mini Competition A Provider Will Be Awarded A Contract To Deliver Such Services. The Council Anticipates That It Will, Over Time, Extend The Pseudo Dps To Procure Further Categories Of Specialist Services. These Further Services May Include Short Breaks, Extra Care And A Parent Enabling Service. It Is The Intention Of The Council For The Care Home Alliance To Remain Open To New Providers For A 6-year Period, With An Anticipated Service Commencement Date Of The 8th February 2021.
