This Includes A Statutory Requirement To Collect And Arrange For The Recycling Of A Range Of Dry Recyclable Material. Tower Hamlets Provides Residents And Businesses In The Borough With A Collection Service For Fully Co-mingled Dry Recycling (as Opposed To Segregated Dry Recyclable Material) And As Such Requires The Services Of A Materials Recovery/sorting Facility (mrf) To Sort The Co-mingled Material Into Its Constituent Fractions And Then Sell On The Separated Materials For Recycling. The Council Does Not Own A Mrf And So Buys Operating Capacity At A Mrf That Already Exists But Is Operated By The Private Sector.
