The marketing or communication measures to be procured must improve the employer image of employers in the local government and welfare sector among young people aged 15–19 living in Finland. The solution to be offered must include both the idea, the implementation of the idea and the production of possible materials and distribution methods so that the result is an improved employer image of the local government and welfare sector among the targeted target group.
