Details: Description Invitation To Bid For Procurement Of Security Services For Cy 2025 Itb No. 2024-11-003 1.the Department Of Agrarian Reform Provincial Office Of Capiz Through The General Appropriations Act For Cy 2025, Intends To Apply The Sum Of One Million Two Hundred Forty Eight Thousand Pesos (php 1,248,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract Procurement Of Security Services For Cy 2025. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2.the Department Of Agrarian Reform Provincial Office Of Capiz, Through Its Bids And Awards Committee (bac) Now Invites Bids For Procurement Of Security Services For Cy 2025. Bidders Should Have Completed, Within Two (2) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii Of Instructions To Bidders. 3.bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) 9184, Otherwise Known As The “government Procurement Reform Act”. Three (3) Licensed Security Guards For Dar Provincial Office And One (1) Licensed Security Guard For Dar Adjudication Board Office) As Well As Materials, Tools And Equipment Necessary, Appropriate And Incidental To The Performance Of The Job. The Contractor/agency Shall Provide Uniformed, Armed, Duly Trained And Licensed Guards With The Following Qualifications: 1. Filipino Citizens With The Good Moral Character And Reputation, Courteous, And Alert. 2. At Least High School Graduates/college Level. 3. At Least 5 Ft. In Height. 4. Physically And Mentally Fit. 5. Cleared By Law Enforcement Or Police Agency And Without Previous Record Of Any Conviction Of A Criminal Offense Involving Moral Turpitude. 6. Not Less Than 18 Years Old And Not More Than 50 Years Old. 7. Not Less Than 50kls. 8. Must Pass Psychological Evaluation And Drug Test On A Government-accredited Laboratory. 9.strict And Firm But At The Same Time Diplomatic And Courteous. 10.must Be Knowledgeable In Writing Regular Security Reports And Writing Proper Entries To Security Logbook Of Relative Information In Performance Of Their Duties. The Contractor/agency Shall Provide At Its Expense Registered, And Licensed Firearms, Flashlights And Ammunitions And Other Tools And Equipment Necessary For The Proper Implementation Of Security Measures To The Security Guards Detailed /assigned To Darpo-capiz And Darab Capiz. Other Requirements: 1.the Agency, Hereby Undertake To Hold Itself Answerable, Responsible And Liable For Any Acts On The Properties In The Premises Of The Client, Provided Such Loss And/ Or Damage Is Due To Negligence In The Performance Of The Security Guards; And Provided, Further, That The Client Shall Specifically Point Out And Designate The Place, Area, Or Premises To Be Guarded, And Provided Furthermore, That In Case Of Force Majeure Or Fortuitous Events The Same Being Beyond The Control Of The Parties, The Agency Will Not Be Held Liable. 2.the Agency Through Its Security Guards Shall Conduct Physical Conventional Inspection On All Supplies/equipment Whether Or Not Same Are Properly Covered With Appropriate Documentation Before Shipment To The Person/ Offices Outside The Premises. 3.the Client Shall Reserve The Right To Accept Or Reject The Request For Replacement Of Any Security Guard Which The Client Considers Inefficient Or Does Not Perform His Duties/responsibilities To Suit The Standard Desire Of The Client. 4.as Part Of The Service, The Agency Shall Perform Regular Inspection Of Its Guard On Duty, Provide Reliever Or Replacement In Case Of Absence Of Any Assigned Security Guard, And Provide Close Supervision To Secure Continuous And Uninterrupted Service. 5.it Is Expressly Understood And Agreed Upon By Both Parties Herein That The Security Guards Of The Agency, Are In No Case Whatsoever Employees Of The Client And As Such The Agency Shall Be Responsible For Any Claim Under Ecc, Sss And Medicare, Cost Of Living Allowance And The Like For Personal Injury Or Damage Arising Out In The Course Of The Performance Of Security Functions And Duties, And Shall Assume Full Responsibility For Compensation Of Injuries Suffered From Accidents And In Connection With The Performance Of Their Duties And Shall Free The Department Of Agrarian Reform From Any Legal Actions In Connection Therewith; Furthermore, It Is Expressly Understood And Agreed Upon By Both Parties That Compliance Report With All Labor Laws Applicable To The Employer Employee Relationship Between The Agency And The Guards Assigned To The Dar May Be Periodically Requested From The Agency, And The Agency Hereby Agrees To Comply/submit Report. 6.all Taxes Payable To The Government Arising From The Contract Shall Be Borne By The Agency. 7. The Security Guards To Be Assigned By The Agency To Restricted Office Areas Where Highly Accountable Assets And Security Documents Are Kept Shall Perform Their Duties Under The Supervision Of The Official To Be Designated By The Client. 8. The Agency Shall Diligently And Faithfully Serve To The Best Interest Of The Client, In Rendering Its Services And Shall Not During The Period Of This Agreement And Anytime Thereof, Use Or Disclose To Any Unauthorized Persons, Firm And Other Entries, Any Information Derogatory Or Otherwise, Concerning The Business Affairs Of The Client, Which The Members Of The Agency Or Its Security Force May Have Acquired By Reason Of Their Assignment With The Client. 9.in Case Of Loss, Resulting From Theft Or Other Unlawful Acts Both Parties Shall Properly Be Represented In The Investigation To Prove Or Disprove Negligence On The Part Of The Security Concern, And After It Is Established By Proper Investigation That Said Thefts Or Unlawful Acts Resulted From Or Was Abetted By The Security Guard Negligence Or Connivance, The Agency Shall Make Replacement, Restoration Or Indemnification Of The Client For Said Loss. 10.the Agency Shall Provide The Client With Four (4) Security Guards, Three (3) Security Guards To Be Posted/detailed For 24 Hours At Dar Provincial Office-capiz Located At Amado Lim Bldg. Roxas Ave., Roxas City And One (1) Security Guard To Be Detailed For 8 Hours At The Dar Adjudication Board Office-capiz Located At Brgy. Dayao, Roxas City. The Client Shall Request From The Agency For Additional Guard If There Is A Need For More Security Guards At A Given Time, Under Terms Based On The Agreed Contract Rate, And Same Security Are Extended To All Employees During Office Hours And To Those Performing Overtime Work. 11.the Agency Shall Provide Additional Training To The Security Guards To Ensure They Are Well-prepared For Any Situation. The Training Shall Include The Latest Security Techniques, First Aid, And Customer Service Skills. 12. The Agency Shall Conduct Regular Inspections And Routine Assessments To The Security Guards On A Weekly/monthly Basis To Ensure That Quality Of Work Is Being Performed. 13. That Upon Loss Of Confidence Without Liability Whatsoever To The Client, Any Of The Guards Provided By The Agency Shall Be Changed Or Replaced Anytime, Upon Prior Request Made By The Former To The Latter. 14.the Agency Shall Post A Surety Bond At Such Amount As The Parties May Agree Upon, And Shall Answer The Security Manpower Requirement Of The Establishment Concerned. 15.for And In Consideration Of The Security Services To Be Rendered By The Agency To The Client The Sum Of Twenty Six Thousand Pesos (php26,000.00) Per Month, Per Guard Per Eight (8) Hours Duty Daily, Inclusive Of Saturdays, Sundays, And Holidays, And Which Fee Shall Be Payable On Or Before The 15th Day Of The Current Month For The Services Rendered For The First Half Of The Month, And On Or Before The End Of The Current Month For The Services Rendered For The Second Half Of The Month. 16. In The Case Of Legislated Changes In Minimum Wages, And/or Any Legislation That Would Affect Employee Costs (i.e 13th Month Pay, Service Incentive Leave Pay, Social Security System, Philhealth, Employee’s Compensation Premium, Pag-ibig, Etc.), A Proportionate Adjustment Shall Be Made Upon Written Agreement Of The Agency And The Client. 17. The Agency Shall Promptly And Regularly Remit The Social Security System Contributions, Philhealth Employee’s Compensation Premium, Pag-ibig Contributions, And Other Statutory Benefits Of The Security Guards. 18. The Agency Shall Be Required To Attach To The Request Voucher, A Copy Of Their Monthly Remittance To Sss, Philhealth And Pag-ibig For Their Security Guards Assigned To The Dar.
