Competition for entries below the European thresholds - sectors (services) Award of freelance services for broadband advice in central Hesse The Regional Management Mittelhessen GmbH would like to continue the broadband advice position in central Hesse, financed from funds from the state of Hesse. The broadband advice will remain organizationally located at the Regional Management Mittelhessen GmbH. Central coordination and back office functions will be taken over by the regional management office. The content of the advice service is to be organized via a freelance service provider. 1. Tasks of broadband advice The task of broadband advice is, in close coordination with the Hessian Broadband Office, to support the central Hessian municipalities across districts in connecting to the high-speed Internet. This includes: - Provider and technology-neutral advice for Hessian municipalities on the subject of broadband expansion (also on site), - Support for implementation projects on site, - Support in conducting information events and specialist forums, - Support in drawing up project outlines, - Provider and technology-neutral advice on using the relevant funding programs such as GRW, EFRE, empty pipe funding as well as loan and guarantee programs, - Initial advice on financing broadband expansion, - Regular coordination meetings with the Hessian Broadband Office in Wiesbaden, - Regular participation in the working group meetings of the district coordinators, - Regular documentation and reporting of activities to the Hessian Ministry for Economic Affairs, Energy, Transport and Housing and to Hessen Trade & Invest GmbH - For nationwide expansion, further individual projects are to be initiated and accompanied and supported in their implementation - Situational support for the Hessian Broadband Office. The extended tasks of the broadband consultants include the following: - Status quo reports on current and planned expansion projects (subsidized and market-based expansion) - Exploring potential (particularly for under-supplied local authorities - Analyzing options together with local authorities (market-driven and subsidized expansion) and thereby creating supply perspectives; raising awareness of funding programs in the absence of market-based expansion - Exploring the need for support when submitting applications and accompanying the application and approval process - Monitoring the implementation status of the current expansion projects - Raising awareness of how to leverage synergy effects (laying empty pipes, taking into account potential for (later) mobile network expansion when expanding the fixed network) - Risk management (e.g.: current disruptions? Deviation from original planning and strategy, increased funding requirements...) - If required: support with queries in the Hessian districts (e.g.: estimating funding requirements for planned subsidized expansion projects; Half-yearly school survey to query digital infrastructures). 2. Framework conditions for broadband consulting We offer the following framework conditions for taking over the service: - Project period: January to November 2025, - Freelance assignment through service contract, - The broadband consulting is to be filled by a service provider (100% position) (for operational reasons the 100% position can also be split into two 50% positions), - Mobile workplace desirable, infrastructure of the Central Hesse Regional Management is available.
