The subject of the order is the implementation of a fire alarm system in the Municipal Nursing Home (mdps) in Rybnik, located in Rybnik at ul. Żużlowowa 25. As a result of the construction works, a fire alarm system is to be created, enabling early notification of charges and personnel about the detected fire hazard, and controlling all devices required to turn off (ventilation) and activate (smoke removal). The system is also to automatically notify the Municipal Headquarters of the State Fire Service in Rybnik of a detected fire hazard. The construction of the system is the implementation of Obligation No. 1 of Decision No. 36/2022 of the Commander of the Municipal Fire Brigade in Rybnik of May 4, 2022, which is attached to the Design Documentation. Basic Scope of Work: - Installation of detectors, sirens and manual fire alarms, - Installation of control and control elements, - Installation of a fire control panel, - Installation of wiring for all storeys of the building, - Installation of controls for smoke exhaust control panels and commissioning in consultation with a company that maintains individual smoke exhaust devices Staircases, - Execution of controls for the facility's ventilation devices in order to turn them off in the event of the fire protection system being activated, - Delivery, assembly and coordination of formal matters related to the connection of the fire protection control panel. To the notification device of the Municipal Headquarters of the State Fire Service in Rybnik, - Start-up and testing of the system, - Start-up of the emergency descent of the elevator in consultation with the maintenance technician, - Staff training in the scope of system operation and the procedure in the event of fire detection by the system. The detailed scope of work is included in the attached and agreed by the fire protection expert. Technical Design, Bill of Quantities and Technical Specification for Works Execution and Acceptance. Activities and Additional Information 1. Requirements for the performance of construction works related to the installation of the system: - Works will be carried out in an active Mdps facility where there are residents lying and walking, - Works could be carried out from 6 to 18 from Monday to Friday on Business Days, - the User of the Facility will provide rooms on individual floors in individual segments for carrying out construction works successively, i.e. The Contractor will be able to perform works on a given floor and in a given segment. Only after the completion of works there, other segments will be made available, - in rooms where there are walking residents, works can be carried out on an ongoing basis. In rooms where bedridden residents are staying, work can be done after leaving the people staying there with the help of the medical staff of the centre. A maximum of 2 rooms of this type can be empty at any given moment, - Works must be carried out in such a way as to generate as little noise and dust as possible when laying cables and assembling devices. Tools equipped with dust extractors should be used, or dust extracted on an ongoing basis should be sucked up using industrial vacuum cleaners, - after the work, individual rooms and corridors must be vacuumed and cleaned on an ongoing basis. 2. The installation should be built in accordance with the applicable regulations and principles of technical knowledge and meet the technical and operational requirements contained in the applicable provisions of law and the device manufacturer's guidelines. 3. Equipment Must Be Installed New, Manufactured Within 12 Months Before Installation. 4. The Contractor is obliged to train the employees indicated by the User in the scope of operation and maintenance of the completed Installation. 5. The Contractor is obliged to develop the Operating Instructions for the fire protection control panel. 6. All costs related to the implementation of the above arrangements should be included in the Offer Price. In connection with the requirements of the Environmental Protection Law Act and the provisions of the "Air Protection Program for Zones of the Śląskie Voivodeship where Excessive Levels of Substances in the Air have been found", the Employer informs that during the construction works, it will require the use of technologies for the execution of works that limit to a minimum dusting of the used building materials and are harmless to the environment. Especially for the Employer, it is important that during the construction works the following rules are observed: A) Sprinkling the Construction Site with water during periods of drought, B) Applying protection of powdery bulk materials against dispersal (covering with tarpaulins, sprinkling), C) Transportation of bulk materials with vehicles equipped with Dust-reducing tarpaulins, D) Transported materials, E) Use of ready-made building mixes prepared in factories. In addition, the Employer will monitor the vehicles leaving the Construction Site in terms of reducing road pollution. In the event of finding deficiencies that threaten the natural environment and are inconsistent with the provisions of Polish law and the above provisions, the Employer will suspend the Works. It is also reminded that: A) The Contractor is obliged to use equipment and machines that comply with environmental protection standards and regulations regarding their use, B) Organization of the construction site and carrying out construction works must not endanger the natural environment. In the event that the description of the subject of the contract includes references to standards, technical assessments, technical specifications and technical reference systems referred to in Art. 101 Para. 1 Item 2 And Sec. 3 of the Act, the Employer allows solutions equivalent to those described. The Ordering Party specifies below the activities in the scope of order execution by persons employed by the contractor or subcontractor on the basis of an employment contract, in the circumstances referred to in Article 95 of the Act: - Installation activities in the field of electrical installations. With regard to Contractors with their registered office outside Poland, the Employer allows the employment of employees on the basis of equivalent legal regulations of the Home Country.
