The Contract Will Be For 5 Years With A 5 Year Extension Based On Performance. We Are A Non-profit Organization Registered Under The Society's Act And Own And Operate The Drumheller And District Regional Landfill (ddrl); A Class Ii Municipal Landfill. We Currently Landfill Approximately 20,000 Mt Of Waste/year, Including Hydrocarbon Contaminated Soils. The Ddrl Also Operates A Small Mrf, Hhw Facility, Hydrovac And Sump Pits And Supplies Services For The Town Of Drumheller For Their Aggregate Recycling Facility. The Pre-bid Meeting Will Be Held At 11:00 Am Mst At The Drumheller And District Regional Landfill. The Meeting Is Mandatory With The Exception Of Those In Attendance During The April 2, 2025 Meeting. Details: Hot Water Distribution System Repair – Springhill Institution This Requirement Is For: The Correctional Service Of Canada, Springhill Institution, Atlantic Region. Trade Agreement: Canadian Free Trade Agreement (cfta). Tendering Procedures: All Interested Suppliers May Submit A Bid. Competitive Procurement Strategy: Lowest Priced Compliant Bid. Set-aside Under The Procurement Strategy For Indigenous Business: This Procurement Is Not Subject To Any Set-asides For Indigenous Suppliers. Comprehensive Land Claim Agreement: This Procurement Is Not Subject To A Comprehensive Land Claims Agreement. Security Requirements: This Contract Does Not Include Security Requirements. Nature Of Requirements: The Following Is A Summary Of The Statement Of Work For This Requirement. The Correctional Service Canada Has A Requirement For A Qualified Contractor To Repair The Leaks In The Hot Water Distribution System. Objectives: The Repairs Will Require Locating Underground Services, Excavations, Locating The Leaks, Repair Or Replace The Damaged Section Of The Hot Water Line(s). After Repairs Are Complete, The Excavations Are To Be Backfilled And Compacted With Engineered Fill. Deliverables: 1. The Contractor Must Provide Pictures Of All Repairs. 2. The Csc Departmental Representative May Request From The Contractor, Copies Of Any Certificates, Bill Of Materials, Test Logs Or Any Such Documents At Their Discretion. 3. The Contractor Must Provide To Csc A List Of All Employees, Complete With Full Name And Company / Employer As Requested To Comply With Institutional Security Requirements Prior To Commencement Of The Work Within A Minimum Of (48) Hours Notice. 4. The Contractor Must Provide To Csc A List Of All Equipment Or Tools, Or Both, To Comply With Institutional Security Requirements Prior To Commencement Of Work Within Minimum (48) Hours Notice. 5. The Contractor Must Provide The Following Documents To The Departmental Representative Via Email In Pdf Format: • The Contractor Must Provide Specific Site Safety Plan • The Contractor Must Provide A Letter In Good Standing With Provincial Worker’s Compensation Board. • The Contractor Must Provide The Trade Certification And Operator Licenses Of Staff Working On Site. Tasks 1. The Contractor Must Provide All Required Personnel, Tools, Services, Supplies, Material, Labour And Supervision To Complete The Scope Of Work. All Material Must Be New And Meet Applicable Standards And Regulations. 2. The Contractor Must Provide All Equipment, Including The Costs Associated With The Delivery And Pick Up Of All Required Equipment. 3. The Contractor Must Do All Required Locates To Ensure That No Other Services Are Disrupted. 4. The Contractor Must Remove Any Damaged Sections Of Pipe And Applicable Additional Parts To Repair The Hot Water Breaks And Or Leaks. 5. The Contractor Must Provide And Install New Pipe, And Applicable Additional Parts Of The Appropriate Size To Match Existing Parts As Required. 6. The Contractor Must Install All New Material In Accordance With The Manufacturer’s Specifications And Best Practices. Welding Is To Be Performed By Qualified Staff Using Best Practices Of The Latest Csa Standards. 7. Once The Repairs To The Hot Water Lines Are Completed, The Contractor Must Provide New Sand Bedding And Backfill Material. Bedding Sand Must Be A Minimum Of 3cm Around The Lines. Backfill Must Be Class A Gravel To Within 60cm Of The Surface. Top Layer Must Be Soil Suitable For Seeding. The Contractor Must Compact And Leave The Site In A Finished Condition As Compacted Backfill. Prior To Backfilling, The Installation Must Be Reviewed And Approved By The Csc Departmental Representative. Any Deficiencies Noted Must Be Corrected By The Contractor Before Approval Can Be Given By The Csc Departmental Representative. 8. The Contractor Must Stop Work If The Scope Of Work Requires Changing. Any Additional Work Must Be Approved By The Project Authority Before Work Continues. 9. The Contractor Must Work With The Project Authority And Any Regulatory Authorities To Ensure All Required Documentation Is Complete Throughout The Contract. 10. Upon Completion And Acceptance Of All Work, The Contractor Must Remove All Materials, Tools And Equipment From The Facility And Perform A Final Clean-up Of The Work Area. 11. The Contractor Is Responsible For Having All Industry Regulated Testing And Certifications Completed. 12. The Contractor Must Provide A Complete Work Plan Prior To Commencing Work For Approval By The Project Authority. 13. The Contractor Must Submit A Health And Safety Plan (including Fire Emergency Plan). This Plan Must Identify Any Hazards And Provide Details On How The Contractor Will Mitigate These Hazards. 14. The Contractor Must Contain, Clean Up, And Dispose Of Any Spills Involving Deleterious Substances In Accordance With Applicable Provincial Regulations. All Hazardous Waste, Hazardous Materials, And General Construction Waste Resulting From The Contractor’s Operations Must Be Removed And Disposed Of At An Appropriate, Authorized Disposal Facility. Scope Of Work And Priorities There Are Nine Work Locations. 1. Priority No.1: The Four Blue Ovals On Map 3309-2 Represent Existing Excavations That Have Water Lines That Have Been Repaired. These Four Locations Require To Be Backfilled. 2. Priority No.2: Excavation Of Five Existing Hot Water Lines. These Locations Have Been Selected Based On Observed Conditions. The Locations Are Identified On The Three Maps / Drawings Labeled 3309-1, 3309-2 And 3309-3 As Green Ovals. Each Location Has Been Individually Prioritized And The Priority Rank Is Indicated By The Number Adjacent To The Oval On The Drawings. 3. Priority No.3: Backfill All Five Of The New Excavations. Safety 1. The Contractor Must Adhere To All Applicable Federal And Provincial Safety Codes Including But Not Limited To: O Canada Labour Code Part Ii. O Nova Scotia Occupational Health And Safety Act, 1996. O National Building Code Of Canada (nbc) And Any Other Applicable Provincial Or Local Codes. In Case Of Discrepancy Or Contradiction, The Most Stringent Requirements Shall Prevail. O Canada Occupational Health And Safety Regulations. 2. The Contractor Must Maintain Compliance With Site Procedures Regarding Potential Hazardous Work Locations And Situations. 3. The Contractor Is Responsible For Ensuring Their Staff Have All Required Training To Perform Their Job Safely. 4. The Contractor Must Supply All Required Personal Protection Equipment (ppe) To Perform The Project, At The Expense Of The Contractor. 5. The Contractor Must Provide Any Material Safety Data Sheets (msds) At The Request Of The Project Authority. 6. All The Contractor’s Employees Entering The Facility Must Report To The Main Entrance And Pass Through All Security Devices And Screening Before Reporting To The Identified Work Area. 7. At Any Time, A Corrections Officer May Require The Contractor’s Employees To Submit To A Search If Deemed Necessary By A Csc Corrections Officer. 8. When Assembling At The Main Entrance, Csc Will Provide The Contractor’s Employees With An Escort That Will Accompany Them At All Times During The Performance Of The Work. 9. Unauthorized Cell Phones, Laptop And Cameras Are Not Permitted Into Any Institution. 10. The Contractor And All Of The Contractor’s Employees Must Have Up To Date Photo Identification To Be Allowed Entry Into The Institution. Workmanship And Housekeeping 1. The Contractor Must Guarantee All Workmanship For A Period Of One Year After Acceptance By The Project Authority. The Contractor, At Their Own Expense, Will Rectify Any Defects Which May Develop During This Period, To The Satisfaction Of The Project Authority. 2. Workmanship Must Be Of The Highest Standard And Must Meet All Industry Standards. 3. The Contractor Must Keep The Worksite Clean And Neat, And Upon Project Completion Or At The End Of The Work Day, The Workplace Area Must Be Broom Clean, Free Of Post Construction Materials And Returned To Original Integrity Additional Work Or Delays: 1. The Project Authority, Contracting Authority And Environmental Protection (ep) Department Must Approve Any Changes Or Additional Work Beyond That Described In This Scope Of Work Before The Contractor Commences Any Such Additional Work. 2. The Contractor Must Identify Any Circumstances That Cause Delay During The Project To The Project Authority As Soon As The Circumstance(s) Are Discovered And Must Be Followed Up In Writing To The Project Authority. 3. The Contractor Must Be Aware That While Working Within A Federal Institution, Times May Present Themselves When Incidents Arise, And Work May Have To Be Halted Or Movement May Be Delayed.
