Approx. 4,300 tonnes (equivalent to approx. 854,400,000 sheets) of wood-free copy paper is to be delivered. The copy paper is to be delivered in the variants RC paper (small quantities also colored), totally chlorine-free paper (TCF) and elemental chlorine-free paper (ECF, colored) in the formats DIN A 4 and DIN A 3 [based on the total quantity, approx. 2/4 of this is wood-free totally chlorine-free (TCF) or elemental chlorine-free (ECF) copy paper] to various departments in the state of Hesse within a maximum of 5 working days from a minimum order quantity of 10,000 sheets of DIN A 4 or 10,000 sheets of DIN A 3. The client also has a unilateral right to extend the service up to 20.00% of the total net offer amount from this tender procedure as additional requirements (quantitative service extension). The maximum quantity that can be called up via this framework agreement is set at 1,025,280,000 sheets. This quantity is calculated from the estimated purchase quantities plus 20% as an additional quantity required. The recycled paper is certified with the Blue Angel or equivalent certification, and the TCF or ECF copy paper with FSC and/or PEFC or equivalent certification. It should be noted that there are approximately 700 different purchasers (all departments and institutions in the state of Hesse, as well as Hessian schools within the scope of free learning materials) and approximately 4,400 delivery points (delivery addresses). The FITKO public law institution jointly sponsored by all states and the federal government, based in Frankfurt am Main (Hesse), is also authorized to place orders. The framework agreement is entered into an electronic catalog system (eProcurement) set up by the state of Hesse and is accessible to all departments in the state of Hesse (except schools). Orders can therefore be placed by all state authorities. The contractor is obliged to cooperate in the provision of the catalogue and the associated order and payment processing (relevant information on this can be found in section 7 of the service description). The Hessian schools will request some of their requirements by email, fax or telephone. An invoice will be sent to the school concerned. The goods can be delivered at any time (room delivery) to the respective ordering department or to the specified delivery address (decentralized delivery).
