The bid capacity required involves both financial and technical capabilities. For financial capability, the key requirement is that the average annual turnover of the bidder for the last 5 financial years should be equal to or more than 75% of the maximum consultancy fee payable in respect of the project applied for, or alternatively, it should be more than or equal to 1.125% of the proposed project cost. Additionally, in the case of a Consortium, each partner should meet at least 25% and the lead partner at least 50% out of the qualifying limit in terms of experience of particular consultancy and financial turnover. The bidder should also not be a loss-making company in the last 3 years. For technical capability, bidders must have experience in projects that meet certain value thresholds relative to the present proposed project, such as one project of 80% or above the value, or two projects of 60% or above, or three projects of 40% or above the value of the present proposed project. The formula provided for calculating the Average Annual Turnover is: (a+b+c+d+e)/5, where a, b, c, d, and e are the annual turnovers for the last 5 financial years. The bidder is required to have prior work experience in specific projects, with the following conditions:
- One project of 100% or more value of the present proposed project.
- Alternatively, the bidder can have experience in two projects of 60% or above value of the present proposed project.
- Another option is to have experience in three projects of 40% or above value of the present proposed project. The experience can be counted as follows:
- 100% marks for experience as an independent CIC/PMC.
- 50% marks for experience as a DPR Consultant or Authority Engineer. The works which are completed to the extent of 80% physical progress shall be awarded 75% marks in the respective category. The bidder is required to have prior work experience of providing Comprehensive Integrated Consultancy (CIC)/ Project Management Consultant (PMC) Services for completed/substantially completed projects of Construction of Office building. The required experience can be fulfilled in the following ways:
- One project of 80% & above value of the present project.
- Two projects of 60% & above value of the present project.
- Three projects of 40% & above value of the present project. The value of executed works shall be computed by applying escalation on the actual value of work done at a simple rate of 8% per annum. The past experience in specific nature of work should be supported by certificates issued by the client’s organization. Only experience as independent CIC/ PMC will be counted 100% marks. In case of DPR Consultant 50% marks shall be counted and in case of Authority Engineer also 50% marks shall be counted. The bidder should not be a loss-making company in the last 03 years. The bidder must submit the work experience certificate along with the details of similar work. However, specific values like amount and percentage of similar works completed are not mentioned, except that the works which are completed to the extent of 80% physical progress shall be awarded 75% marks in the respective category. The bidder is required to submit page of summarized audited Balance Sheet and also page of summarized audited Profit & Loss Account for immediate last preceding 5 (Five) years.
