This Request For Proposals (the “rfp”) Is An Invitation By Ornge To Prospective Proponents To Submit Proposals For Flight Following Services, As Further Described In Section A Of The Rfp Particulars (appendix D) (the “deliverables”). Ornge Provides Air And Land Ambulance Services Under An Agreement With The Ontario Ministry Of Health. Additional Information About Ornge Is Available At: Www.ornge.ca. Flight Following Is A Mandatory Requirement Stipulated By The Canadian Aviation Regulations (cars) For Both Of The Operating Certificates That Ornge Operates Under (car 703 And Car 704). Ornge Requires The Services Of A Third Party To Provide Flight Following 365 Days A Year, 7 Days A Week, 24 Hours A Day, Seamless Dedicated Coverage While Currently Managing Approximately 3500 Flight Legs Per Month Utilizing 17 Lines Of Flying With Up To 26 Aircraft (fixed Wing And Rotor Wing) From 10 Bases Throughout The Province Of Ontario. Currently, All Communication With Ornge Pilots And Aircraft Is Via Either Landline, Cell Phone Or Satellite Phone Exclusively. The Service Provider Is Required To Meet Or Exceed The Standards Set Forth In Car 724.15, Type C And Must Have Experience Providing Flight Following For Car 703, Car 704 And Or Car 705 Canadian Carrier. To Maintain Compliance With The Regulations, There Must Be A Minimum Of 2 Personnel On Duty At All Times Who Are Able And Qualified To Respond To Requests From The Pilot In Command. The Respondent Must Be Able To Provide Coverage Without Interruption. The Service Provider Will Be Expected To Populate Aviation Data Into The Software Programs Ornge Utilizes, Training Will Be Provided On The Use Of These Programs By Ornge. All Inbound And Outbound Telephone Calls Must Be Recorded And Accessible By Ornge. The Service Provider Will Be The Primary Contact For Any Missing Or Overdue Aircraft Procedures.

Federal Pay Equity Review And Implementation; And 2. Compensation System Review And Implementation. 3. Job Description Development 4. Provincial Pay Equity Review (union And Non-union); Once Complete, Ornge Will Then Consider Pursuing The Following Studies And Services, All Under The Same Contract: 5. Executive Compensation Review. The Expectation Is The Federal Pay Equity Review And Implementation, Job Description Development And The Compensation System Review And Implementation And Provincial Pay Equity Review Are Priority Work. The Federal Pay Equity Review/work Must Start Immediately Once Contract Is Finalized, And Work Must Be Completed To Meet Legislative Deadlines. The Job Description Development, Compensation System Review And Implementation And Provincial Pay Equity Review Will Be Done In The First Four To Eight Months Of The Contract Start. Ornge Will Then Determine If The Executive Compensation Review Review Will Be Done And If So, Timing. A. The Deliverables This Request For Supplier Qualifications (“rfsq”) Is An Invitation By Ornge To Prospective Respondents To Qualify In Accordance With Evaluation Of Responses (part 2) For Eligibility To Provide A Fleet Of Two Aircraft. This Aircraft Type Will Perform Special Missions The Standard Ornge Fixed-wing Air Ambulance Fleet Cannot Achieve. Ornge Flies A Standardized Fleet Of Single-engine Fixed-wing Air Ambulance Aircraft Capable Of Performing The Vast Majority Of Day-to-day Air Medical Transports. Ornge Requires A Different Type Of Aircraft To Support Increased Demand For Missions That Fall Outside Of Normal Operations, Including Those Which Involve Specialized Equipment And Specific Patient Populations. These Missions’ Primary Role Will Be To Facilitate Multiple Patient Transfers, Bariatric Transfers, And Transfers That Require A Large(r) Medical Team (e.g., Neo-natal). Also, These Aircraft May Be Used For Multiple Additional Uses (crew Repatriation, Asset Rescue/due To Mechanical, Organ Retrieval, Complicated Iabp Or Ecmo Transfers, Etc.) The Aircraft Must Meet Or Exceed The Requirements Set Out By Transport Canada And The Ontario Standards And Requirements For Registered Air Operators (revision #5), As May Be Amended Occasionally. At A Minimum, The Aircraft Must Be A Fixed-wing, Pressurized Aircraft Capable Of Departing Under Instrument Flight Rules (ifr) To A Destination 726 Nautical Miles From The Point Of Departure With A Planned Round Trip Airtime Of 4 Hours Or Less, With Sufficient Fuel Reserves To Then Fly To An Alternate Airport And Then For An Additional Forty-five (45) Minutes At Normal Cruise, In Isa Conditions With Zero Wind Assumed. Ontario Has Airports With Gravel Runways That Primarily Serve Remote Northern Communities. Therefore, The Aircraft Shall Also Be Certified For Operations From Gravel Runways In Isa Conditions, See Appendix C - Airport Data Form. B. Material Disclosures 1. Aircraft Delivery Schedule (including Interior Completion) Approximate Delivery Schedule (specific Delivery Location And Delivery Dates Will Be Subject To Negotiation) No Later Than December 2027. 2. Procurement Conditional The Procurement Award Is Conditional On Funding Approval From The Government Of Ontario [as Presented By The Ministry Of Health]. Ornge Does Not Guarantee The Award As Per Section 3.1.8 Of The Rfsq. 3. Installation Of Multi-mission Reconfigurable Interior The Aircraft Manufacturer Will Need To Design And Install A Reconfigurable Interior Capable, At A Minimum, Of Accommodating The Underlying Missions:
