Restricted invitation to tender with public participation competition Vob/a heating-ventilation-sanitary 1. The construction project involves the new extension of the fire station with 4 vehicle parking spaces and the necessary social rooms. The existing building will be partially demolished and rebuilt. The base to be added to the vehicle hall, including the foundation and upstands, will be built using solid construction. The social wing on the ground floor and the building dividing wall to the hall will be newly built using solid construction. The upper floor of the social wing and the roof and walls of the vehicle hall will be made of wood. The "sports center" part of the existing building will be retained and in use during the construction period. Fire service access roads, the access to the building yard (fire service location during construction) and escape and rescue routes must be kept clear throughout the entire construction phase, see appendix. Everything else must be agreed with the construction management, particularly exceptions. 2. During the project, some work may be carried out by building yard employees and fire service members on their own. This may result in various items being omitted altogether or quantities in parts of various items being reduced. The omission or reduction in quantities of these items does not entitle the contractor to make claims for lost profits or claims for an increase in unit prices. The price inquiry or requirement items must be filled in without fail, as it is possible that these items will also be implemented. The bidder acknowledges these preliminary remarks by signing the list of services. 3. The material costs and wage cost shares requested in the individual items must be filled in without fail. The electrical connection and electrical installation of the items advertised must be carried out by the contractor in accordance with the VDI regulations (DIN VDE 0100) and the technical connection regulations of the electricity supply company and must be included in the unit prices. The supply lines are laid on site, and the contractor is responsible for laying and connecting them. Official rules and regulations, rules of the statutory accident insurance provider remain unaffected. The bidder is free to inspect the construction site in order to be able to take all the work that determines the price into account. Additional demands due to insufficient knowledge of the assembly conditions and the scope of work cannot be granted. All travel costs, parking fees, construction site facilities, construction meetings and the like are to be included in the unit prices and are not reimbursed separately. Participation in weekly construction meetings is to be included in the calculation. The use of subcontractors is only permitted with the express consent of the client. Particular care/caution is required when securing the construction site and when arriving and leaving the construction site. In deviation from DIN 18 379 and DIN 18 380, the following are agreed: 1.)Special measures for sound insulation in accordance with DIN 4109 and vibration dampening of system components against the building structure are to be included in the corresponding items. 2.)Delivery and assembly of pipe sleeves are to be included in the unit prices. 3.)Services in accordance with DIN 18 380, points 4.2.11 and 4.2.13 are to be included. 4.)Adapting system components to services not carried out to size by other contractors is not remunerated separately and is to be included in the unit prices. 5.)Checking the electrical cabling and the control and regulation system that is not carried out by the contractor is to be included in the unit prices. 6.) Chiselling and drilling for inserting brackets must be included in the unit prices. 7.) Erection and dismantling as well as provision of scaffolding whose working platforms are more than 2 m above the ground or floor must be included. 8.) Preparation of inventory and inspection plans must be included in the unit prices (unless shown as a separate item). EXECUTION - GENERAL: Fire protection: All soldering and welding work must be carried out with particular caution; additional fire protection measures, such as providing filled water buckets or fire extinguishers, must be taken. Before leaving the construction site, all work areas must be carefully checked for possible fire nests - this applies in particular to the ceiling and floor cavities. Accident prevention: Please note that the respective contractor is responsible for keeping the construction site tidy. In particular, the contractor is obliged to clean the construction site at regular intervals to remove any leftover materials, waste, etc. If the contractor does not comply with the construction management's request to clean, another company will be commissioned to carry out the work. The contractor must bear the resulting costs or the costs will be passed on to the companies involved in the construction. EXECUTION: Checking equivalence: The items in the tender are advertised in a completely product-neutral manner. Product details are only given where existing components are to be reused or need to be expanded, such as control systems. If equivalent types are offered that do not comply with the manufacturing and type designations for materials, valves, etc. specified in the tender, then in order to obtain clear price comparison options, brochures must be enclosed with the tender showing the equivalence of the items offered. Accessories such as controls, mixer motors, exhaust systems, etc. must be offered by the same manufacturer as the heating system in order to guarantee the system warranty. Thermal insulation: The Vob, Part C, DIN 18 421 and the Energy Saving Ordinance (enev) apply to the execution of the work. For the "direct handling" (i.e. placing on the market, processing, removal, etc.) of products made of artificial or natural, inorganic mineral fibers, TRGS 905 and TRGS 952 apply, in the version valid at the time of the tender. Attention! Only insulation materials that meet the acquittal criteria of TRGS 905 or that have the rating "free from suspected cancer" may be offered and processed! Proof of the classification of the insulation material must be included in the offer! Technical room - heating-water: Thermal insulation made of mineral fiber shells, aluminum-laminated with PVC foil sheathing. Cold water with rubber insulation. The sheathing must be processed correctly so that an increased release of fiber dust does not pose a health risk! DESCRIPTION OF THE SYSTEM General: The measure involves the conversion and extension of an existing fire station, Goethestrasse 32, 35114 Haina (kloster). A conversion and extension of the existing fire station is being carried out. The conversion includes the renewal of the sanitary facilities and the sanitary installation. The fire station will receive new underfloor heating and new radiators. The heating remains in the house connection room. The extension will be equipped with underfloor heating on the ground floor and first floor. Hot water is prepared for the ground floor using the existing hot water preparation centrally in the boiler room. On the first floor, hot water is prepared using instantaneous water heaters. Sanitary installation: Waste water pipes will be re-laid and connected to the new toilets and washbasins. Hot water is prepared decentrally using instantaneous water heaters. Cold and hot water is supplied to the individual taps using copper pipes and metal composite pipes. Prefabricated wall installations will be installed in the washrooms. The prefabricated wall installations must be integrated using drywall. The pipes are laid from above in clad installation shafts or in the suspended ceiling and in the prefabricated walls to be created. A hygienic drinking water installation is planned with flushing stations at the end of the installation or in ring mains. Drinking water samples taken before the system is handed over are to be included in the unit price of the contract unless specifically advertised. Careful and clean work must be carried out on the construction site. All components of the drinking water system must be transported and stored in such a way that internal contamination is avoided. To keep the system components in perfect condition, their protective devices must not be removed until immediately before assembly. The system must first be leak-tested dry using oil-free compressed air or inert gas in accordance with the Zvshk information sheet. All pipes, cold and hot water pipes are 100% insulated. Cold water is to be laid separately from hot water pipes. Heating installation: A new heating circuit distributor is to be installed in the building's technical room. Circuit regulating valves are provided, which are regulated using a measuring computer. All circuits are hydraulically balanced. The pipes are laid in copper pipe. This must be factored into the unit prices. Careful and clean work must be carried out on the construction site. All pipes, supply and return lines are to be 100% insulated. Heating lines are to be laid separately from cold water pipes. The utmost care and consultation with all companies involved in the construction and the construction management is required. The construction site must always be staffed with enough specialist personnel in order to adhere to the construction schedule. Measurements must be numbered and carried out room by room. Timesheets must be submitted to the construction management by the end of the week at the latest. Hourly work must always be announced to the construction management before execution and only carried out after approval. Timesheets submitted without prior consultation with the construction management will not be accepted. Timesheets must also be numbered. A measurement summary must be prepared for each invoice. This must be taken into account in the calculation. ACCEPTANCE Acceptance must be formal. The contractor will be given the opportunity to put the system into operation before acceptance. During this time, the operating personnel should be instructed if possible. Acceptance will only take place if the system is already running safely, all of the instructions listed below have been provided and appropriate labels have been put up on the system components. In addition, the system must meet the required conditions in terms of function and performance. The following must be submitted in duplicate for acceptance: inventory and inspection documents for the entire heating and sanitary system must be submitted in duplicate, 1 set in color and digitally (copied onto a CD or data carrier). Additional contract terms § 1 The latest version of the procurement and contract regulations (parts B and C) apply. § 2 Before submitting a tender, the construction site and access roads must be inspected and the drawings viewed so that the tenderer is familiar with the local conditions. A lack of information about the location, the scope of work or any other opinion does not entitle the tenderer to make subsequent demands. § 3 Tender prices are fixed prices. Wage increases cannot be taken into account until 12 months after the tender has been submitted. After this date, collectively agreed wage increases can only be taken into account if they were not previously announced. § 4 Each contractor must ensure that the preconditions for his work are met before starting work; otherwise the construction management must be informed in writing. Hourly wage work may only be carried out on the basis of a prior order from the construction management. The required daily wage reports must be submitted to the construction management in writing for signature no later than 3 days after completion. Daily wage reports that are not recognized will not be taken into account in the billing. § 5 The client reserves the right to delete individual items from the list of services in whole or in part. If this occurs, the contractor has no claim to lost profits. Changes in quantity do not entitle the contractor to a price change. § 6 The contractor's special delivery and payment terms will not be recognized. § 7 The client is entitled to retain a security amount of 5% of the final sum for the duration of the liability for claims for defects after defect-free acceptance and invoice verification (not for scaffolding work). This amount can be replaced by a bank guarantee. 10% of the interim invoices submitted will be retained as security for contract fulfillment. § 8 The contractor expressly confirms that the expertise and performance capability of his company and his specialists is given to accept this order. § 9 The contractor must pay a contractual penalty of 0.2% of the gross order amount for each calendar day of delay. The contractual penalty is limited to a maximum of 5% of the gross order amount. § 10 Warranty period: in accordance with Vob, but the duration is extended to 5 years! § 11 Acceptance takes place formally with an acceptance protocol; fictitious acceptance is excluded. § 12 The award period ends on March 18, 2020. Restricted invitation to tender with public participation competition Vob/a scaffolding work 1. The construction project involves the new extension of the fire station with 4 vehicle parking spaces and the necessary social rooms. The existing building will be partially demolished and rebuilt. For the vehicle hall, the additional base including foundations and upstands will be built using solid construction. The social wing on the ground floor and the building dividing wall to the hall will be newly built using solid construction. The upper floor of the social wing and the roof and walls of the vehicle hall will be made of wood. The "sports center" part of the existing building will be retained and in use during the construction period. Fire service access roads, the access to the construction yard (fire service location during construction) and escape and rescue routes must be kept clear throughout the entire construction phase, see appendix. Everything else must be agreed upon with the construction management, particularly exceptions. 2. During the project, some work may be carried out by construction yard employees and fire service members on their own. This may result in various items being omitted altogether or quantities in certain areas of various items being reduced. The omission or reduction in quantities of these items does not entitle the contractor to make claims for lost profits or claims for an increase in unit prices. The price inquiry or requirement items must be filled out without fail, as it is possible that these items will also be implemented. The bidder acknowledges these preliminary remarks by signing the list of services. 3. The construction site toilet and break rooms must be provided by each contractor themselves. Energy, water and electricity are provided free of charge. 4. There is a weekly construction meeting with all contractors in the community center/construction site. Company representatives who are currently working on the construction site and who will begin work in the next three weeks are required to attend and coordinate construction progress. Any costs must be included in the EPs. 5. When accepting the order, the contractor recognizes the dates stated in the preliminary remarks and the construction schedule as binding and will, if necessary, carry out necessary work outside of working hours at no extra cost so as not to jeopardize the deadlines for subsequent work. The contractor undertakes to provide the appropriate number of workers based on the amount of work and the number of working days. 6. The contractually binding partial deadlines are set out in the attached construction schedule. 7. The work advertised must be carried out in installments in accordance with the construction progress. This does not give the contractor any right to make additional demands. 8. Garbage and rubble disposal must be carried out every two days at most, in accordance with the work steps. Each contractor is responsible for this themselves. 9. All further details can be found in the list of services. 10. Services that exceed the contract amount require prior written approval; otherwise no payment will be made! Accordingly, supplementary offers must be approved in good time (at least three weeks) before execution. 11. Depending on the trade, the following documents must be enclosed with the final invoice in paper form and digitally (copied onto a CD or data carrier). These can be different documents depending on the trade. 12. Acceptance is carried out by the local construction management and the safety and health coordinator (sigeko). 13. The work is scheduled to proceed as follows: See construction schedule in the appendix - technical description of scaffolding work - assembly, modification and dismantling General The contractor responsible for the scaffolding work must ensure - that the scaffolding is assembled, modified and dismantled safely and - that the scaffolding is constructed in accordance with recognized technical standards. Scaffolding work must be led by technically qualified superiors. They must ensure that the scaffolding work is carried out in accordance with the regulations. Scaffolding work must be supervised by supervisors (sigeko). The supervisor is the person who is responsible for monitoring the execution of scaffolding work and ensuring that it is carried out safely. He must have sufficient knowledge and experience for this and be authorized to give instructions. Measures before work begins: Before scaffolding work begins, the contractor must determine whether there are any systems in the planned work area that could endanger insured persons. If the contractor accepts orders that are to be carried out at the same time and place as orders from other contractors, he is obliged to coordinate with the other contractors to the extent that this is necessary to avoid mutual danger. Electrical systems and equipment: If electrical equipment with a mains connection is used for scaffolding work, it must be operated via a special feed point in accordance with DIN VDE 0100-704. Electrical equipment includes, for example, electrically operated construction hoists and drilling machines. A special feed point is a construction power distributor in accordance with DIN VDE 0660-501 or a small construction power distributor in accordance with the "Information sheet for the construction and operation of small construction power distributors". Carrying out the work: Scaffolding components must be visually inspected for damage before installation. Damaged scaffolding components must not be installed. Scaffolding work must be carried out in such a way that the time period for activities that involve a risk of falling is as short as possible. - Scaffolding components must not be dropped. - Scaffolding components must be stored properly. Use - General: Every contractor who uses scaffolding is responsible for - using it as intended and - maintaining the operational safety of the scaffolding. He must ensure that it is not used before it is finally completed. Proof of final completion can be, for example, a handover protocol. Use: Workstations on scaffolding may only be entered and exited via safe access or access routes. Jumping off scaffolding decks or throwing anything onto them is not permitted. Putting down and storing materials and equipment is not permitted on scaffolding that is used as safety scaffolds and protective roofs. Structural changes to scaffolding may only be made by the scaffolding manufacturer. Marking: The scaffold erector must mark the scaffolding clearly after completion and for the duration of use with the following information: - DIN 4420 - Scaffolding group and working weight - Scaffold erector. Inspection - Inspection by the scaffold erector: The contractor responsible for the scaffolding work must ensure that the scaffolding is inspected - before handover to the user and - after design changes, in particular for - the perfect condition of the scaffolding components, - compliance with the standard design or - compliance with the proof of usability. Inspection by the scaffolding user: Every contractor who uses the scaffolding must ensure that the scaffolding is inspected for obvious defects before use. If defects are discovered during the inspection, the scaffolding must not be used in the areas with defects until they have been remedied. The attached "special contract conditions" are binding for the submission of offers, awarding of contracts, execution and invoicing of the work. The unit prices of the items are to be calculated as net prices, i.e. without sales tax. Sales tax is to be added after the subtotal. Alternative items are to be calculated carefully; they may be decisive for the execution and award of the order. Additional technical regulations and ancillary services Safety regulations: All work in the area of existing neighboring buildings must be carried out with the utmost care and in compliance with the relevant regulations. Components at risk must be supported as required. All work is to be carried out correctly and professionally, observing the building regulations for the protection of people working on construction sites, in conjunction with the relevant accident prevention regulations. Measurement and invoicing: All invoices submitted by the entrepreneur / contractor to the construction management must be supplemented or presented with attachments, i.e. drawings, otherwise the payment order will be delayed until the required documents have been provided. Additional services: Safety measures for the protection of buildings and for personal protection are not remunerated separately; they must be included in the unit prices.

Acceptance through use is excluded Acceptance requires that all services have been completed in accordance with the order letter or any subsequent order, that the necessary acceptances have taken place without any major defects and that the documentation has been submitted at least once. 10. The work is scheduled to proceed as follows: See construction schedule in the appendix Partial demolition must be carried out with appropriate caution due to the adjacent and to-be-retained existing sports hall and the neighboring buildings close to the border. Partial demolition includes the roof structure, the southern long wall, the eastern gable wall and the existing built-in features. The reinforced concrete slab in the area of the future vehicle hall will remain as-is and must be protected accordingly. In the area of the future social wing, the existing reinforced concrete slab including the strip foundations is to be removed. The flat roof between the sports hall and the fire station, including the canopy, will be retained and must be protected. The existing furnishings and the remaining waste (bulky waste) must be removed from the safely accessible areas before demolition and disposed of properly. All wooden parts from the outside area, timber framework and other construction timbers are to be sorted and disposed of as waste wood category A IV. The roof covering and the wall cladding of the gable walls and the eaves (cornices of the longitudinal walls made of fibre cement panels are to be dismantled in accordance with TRGS 519 and disposed of under the waste code number (asn) 17 06 05*. The required qualification for asbestos work in accordance with TRGS 519 is to be submitted with the offer. Mineral wool (kmf) is to be dismantled and disposed of in accordance with TRGS 521. The mineral construction waste is to be made available in heaps for disposal. The heaps are sampled on site for waste classification. Disposal may only take place after approval by the Ag/local construction monitoring. Special information on the public traffic area Access to the building is via Goethestrasse. During the demolition and dismantling work, no Complete closure of Goethestrasse is possible. The access to the directly adjacent construction yard must be kept clear at all times during the work (temporary replacement location for the fire department), see attachment. The contractor is liable for all damage caused by non-compliance with the aforementioned offer and order conditions. The contractor is liable for the completeness of a system component until the final acceptance. 16. Cable trays are only installed where the frequency of cables justifies this. 02. All cable feedthroughs through metal parts, webs, profile rails, etc. must be provided with PVC grommets. All costs for this must be included in the unit price, as must all necessary drilling. 03. All dimensions for the arrangement of the devices, such as switches, sockets, lights, etc. must be determined with the construction management before installation. 04.Multiple sockets must be designed as a combination with combination cover plates. 05.All built-in devices, such as switches and sockets, etc. must be fastened in the device boxes with screws. If this is neglected or if cables are not laid accordingly, the bidder must bear all costs for replacing the cables. 10.As required by the local fire protection officer, the fire brigade, the city or the relevant authority, appropriate fire barriers must be installed for breakthroughs and cable routes as a fire protection measure. Acceptance must be arranged with the fire protection officer in good time before the ceilings are closed. An acceptance certificate must be presented to the construction management without being asked to do so. All costs for this must be included in the unit prices. 11.The current MLAR must be taken into account. 12. All cable trays, risers and cable ducts must be designed with appropriate dividers to accommodate both high and low voltage systems. 13. In schools, all switches and sockets must be fitted with screwed covers in accordance with school building guidelines. 14. E30 and E90 cables may only be laid using type-approved, tested fastening material for individual installation and with appropriately approved cable tray systems for collective installation. 15. All sockets must be clearly and permanently marked with circuit numbers on the support frame. For surface-mounted sockets, the marking must be attached to the housing using a labelling device. 16. All requirements for the electrical installation listed in the preliminary remarks must be included in the EPs. There is no separate remuneration for this service. Since there are dependencies between the trades, instructions for the completion of services which are, for example, mandatory requirements for the start of a subsequent trade, must be implemented immediately. Any short-term changes to the construction process must be followed immediately. Flexible action with fast reaction times and short arrival and departure times is essential for this construction project. In view of the short execution time, this also applies to instructions from the construction management to carry out work at short notice in order not to hinder or delay subsequent trades and the overall construction process. Any additional work resulting from this must be included in the unit prices. D. General information on the service description Each item shown is to be understood as a finished job and as a service that complies with the regulations, is properly crafted and is ready for use and operation, including all ancillary services. - Additional technical contract conditions - Electrical installation DIN 18 382 The general technical regulations (ATV) for construction work of the Vob, Part C, become part of the contract. Measurements and quantity compilations as the basis for calculation are only to be prepared on forms from the engineering office. The forms are provided free of charge and must be requested in good time. The presence of a contractor employee with technical and local knowledge during the acceptance of the high and low current technical systems, in accordance with the construction certificate and the applicable building inspection regulations, by a building inspector-approved expert, is covered by the unit prices. The contractor must coordinate the provision of his services with - previous and subsequent - trades that technically affect his own services, so that his own services and his own execution dates are carried out correctly in terms of the detailed execution steps and functional accuracy. Energy, water and electricity are provided free of charge. 4.The following additional services are covered by the unit prices: - Participation in construction meetings by an authorized person, if necessary - Implementation planning, documentation services in accordance with the general terms and conditions of the contract - Participation in expert acceptances, if necessary 5.When accepting the order, the contractor recognizes the dates stated in the preliminary remarks and the construction schedule as binding and will, if necessary, also carry out necessary work outside of working hours at no extra cost in order not to jeopardize the deadlines for subsequent work. The contractor undertakes to provide the number of workers appropriate to the amount of work and the number of working days. 6.The contractually binding partial deadlines are set out in the attached construction schedule. 7.The work advertised must be carried out in partial deliveries in accordance with the construction progress. This does not give the contractor any right to assert additional claims. 8. Garbage and rubble disposal must be carried out every 2 days at most, in the same way as the work steps. Each contractor is responsible for this himself. 9. All other details can be found in the list of services. 10. Contrary to DIN 1961 Vob Part B § 13 (4), the limitation period for claims for defects is set at 5 years. 11. Services that exceed the contract amount require prior written approval - otherwise no payment will be made! Accordingly, supplementary offers must be approved in good time (at least 3 weeks) before execution. 12. Daily construction reports must be kept. The forms from "zweckform - daily construction reports no. 177" or an equivalent must be used as a template. These must be presented to the construction supervisor every 2-3 days for signature and countersignature. The work carried out, the number of workers and the hours worked must be entered here. 13. Depending on the trade, the following documents must be enclosed with the final invoice in paper form and digitally (copied onto a CD or data storage device). These can be different documents depending on the trade. 1. Working plans 2. Inventory plans 3. List of building materials for components with manufacturer, type, type number, colour, colour number, installation location 4. List of fittings for each movable part, otherwise as above 5. Pane sizes for windows, doors, etc., otherwise as above 6. General building approval for the building materials 7. Certificates of conformity for the products with a list of the respective installation location, such as room designations/numbers. Final payment will only be approved once the documents have been submitted. 14. Acceptance A formal acceptance in accordance with the VOB is expressly agreed. Acceptance through use is excluded. Acceptance requires that all services have been provided in accordance with the order letter or any subsequent order, that the necessary acceptances have taken place without any significant defects and that the documentation has been submitted at least once. 15. The work is planned as follows: See construction schedule in the appendix - technical description of the carpentry work - The attached "special contract conditions" are binding for the submission of offers, awarding, execution and invoicing of the work. The regulations of DIN 18 334 are decisive, unless changed below or in the service description. The unit prices of the items are to be calculated as net prices, i.e. without VAT. VAT is to be added after the subtotal. Additional technical regulations and additional services: In addition to the construction drawings, the tested static calculation is binding for the execution of the work; these can be viewed without request during construction. - The specified wood thicknesses apply to finished work. - Before the work is carried out, the shell dimensions must be checked on the construction site, and deviations must be reported to the construction management immediately. - The contractor is obliged to determine the exact rafter length etc. in conjunction with the roofer, in accordance with the Future roof tiles. If this changes the dimensions of the roof overhangs at the eaves shown in the drawing, the construction management must be informed before work is carried out. If this requirement is not followed, the costs for any eaves flashings etc. that may be required will be borne by the contractor. - The contractor is responsible for adequate anchoring of all wooden structures to the masonry, solid ceilings, wooden beam ceilings and jambs (e.g. to prevent them from lifting due to wind). The bricklayer must be given appropriate information about how to secure the anchors in the masonry or solid ceilings. - Supplying and installing hardware (anchoring thresholds etc.), unless special provisions are made for individual parts in the service description, is an additional service. - A 500 mm bitumen cardboard is to be placed as a barrier layer between the pieces of wood and their solid supports. The work is an additional service. - Delays in the work for which the contractor is responsible entitle the client to offset the corresponding costs for further provision of scaffolding against the claims. However, if further provision of scaffolding is no longer possible, the contractor is fully responsible for the necessary protective measures and must bear all costs incurred for this, including those for subsequent work.
