This Is A Notice Of Intent, Not A Request For Proposal. The National Institute Of Allergy And Infectious Diseases (niaid) Of The National Institutes Of Health (nih) Intends To Negotiate An Other Than Full And Open Competition Basis With Abcam, Inc. For Antibody Reagent Kits. the National Institute Of Allergy And Infectious Diseases (niaid)’s Division Of Intramural Research (dir), Center For Human Immunology (chi), (collectively “program”) Develops And Applies Systems Biology Approaches—combining Computation, Modeling, And Experiments—to Study The Immune System At The Organismal, Cellular, And Molecular Levels. Its Mission Is Science In Pursuit Of Fundamental Knowledge About Living Systems And The Application Of That Knowledge To Extend Healthy Life And Reduce Illness And Disability Throughout The World. The Chi Is Involved In A Technology Development Project That Aims To Validate Results Produced In An Experiment Using A Mass Cytometry Panel For The Helios Cytof. This Technology Identifies Major Human Immune Subpopulation Which Play Important Roles In The Innate And Adaptive Immune Response In Various Diseases. The Chi Utilizes This Technology On Various Projects From Principle Investigators From Across The Nih. the Center For Human Immunology (chi), Part Of The Niaid, Is Involved In The Study Of Characterizing Normal And Pathogenic Human Immunome. To Complete This Project, Chi Needs Access To The Select Abcam Antibodies To Phenotype The Immunome. Due To The Proprietary Assay Design, Abcam Is The Only Company Which Is Manufacturing And Marketing These Antibodies. These Antibodies Are Essential To Phenotype The Immunome. Niaid Has Applied Their Antibodies To Several Ongoing Studies In Last Years. capabilities Statements Must Address The Capability Of Providing A Priority Response Equal To The Supplies Of The Manufacturer. the Statutory Authority For This Sole Source Requirement Is 41 U.s.c. 1901 (a) (1) As Implemented By Far 13.106-1 Only One Responsible Source And No Other Supply Of Service Will Satisfy Agency Requirements.
