The Project Includes The Following Components: Component 1: Improving The Business Environment Climate (total: Us$ 5.13 Million From Ida) Project Activities Under This Component Will Continue To Support Efforts To Reduce The Time And Cost Associated With Dong Business, And Increase Access To Finance Through Four Sub-components: I) Business Registration Licensing And Inspection Reform; Ii) Construction Permit Reform; Iii) Improving Access To Finance And Iv) Trade Facilitation And Logistics. Consultancies To Be Procured Under This Component Include:technical Assistance For Implementation Of Business Licensing And Registration Lawtechnical Assistance For Transformation Of Obfc Into A Semi-autonomous Legal Entity;technical Assistance For Formulation Of Unified Inspection Policy And Legislation;technical Assistance For Review Of Cib Law To Provide For Collection O Consumer Data;technical Assistance For Alignment And Harmonization Of Relevant Secured Transactions Related Laws;technical Assistance For Credit Providers Association For Development Of Systems And Processes;technical Assistance For Operational Efficiency For Credit Providers Associationtechnical Assistance For Master Of The High Court;technical Assistance For Office Of Parliamentary Counsel’s Institutional Assessment In The Areas Of Technology, Sills, Human Resources And Sectoral Strategic Plan; Andreview Of Existing Procedures For Customs And Other Key Border Agencies; Goods To Be Procured Under The Component Comprise The Following:hardware Equipment And Office Furniture For Obfc & Collateral Registry Public Access Sites) Which Will Be Procured Under The National Competitive Bidding (ncb); Andhardware Equipment For Upgrading Of Ascudaworld Procured Under The National Competitive Bidding (icb); Andhardware Equipment For Automation Of Business Processes Of Other Border Agencies. Non-consulting Services Under The Component Are As Follows: Design And Implementation Of E-licensing Portaldesign And Implementation Of E-payment System;improve The Coverage Of The Credit Information Bureau To Include Businesses;design And Implement Insolvency Ict System;implementation Of Communication Strategy For Insolvency Law;upgrade Of Asycudaworld; Anddevelop A Trade Automation System To Cover Lra And Other Government Agencies (ogas) Involved In Trade. Component 2: Supporting Economic Diversification (total: Us$ 5.7 Million From Ida Project Activities Under This Component Will Continue To Support Economic Diversification Activities Through Four Sub-components: I) Supporting Investment Promotion And Increasing Linkages To The Local Economy; Ii) Increase The Competitiveness Of The Tourism Sector; Iii) Expanding Commercial Horticulture; And Iv) Lesotho Enterprise Assistance Program Consultancy Services To Be Procured Under This Component Are: Implementation Support To The New Entity Post Re-organisation Of Lndc;develop And Implement A Comprehensive Private Sector Strategy Which Includes Inter Alia A Coherent Incentive Regime And Trade Strategy;develop And Implement Business Plan For Crafts;engage Consultant To Develop And Facilitate Implementation Of Quality And Standards Capacity Building Program;management Of Pilot Nursery;develop And Implement A Business Plan For The Research Centre;engage Consultant To Develop A Financing Model In Collaboration With Financial Institutions, Government And Lndc;set-up Governance Structures For Sustainability Of Orchards;develop And Implement A Marketing And Distribution Strategy;conduct A Feasibility Study For A Packhouse;ta For Development Of Horticulture Investment Attraction Strategy And Action Plan;develop An Exit Strategy For The Orchards; Andalignment Of Country Irrigation Plans With Horticulture Suitability Maps Procurements For Works Will Include:construction Of The Tourism Information Centre;development Of The Pilot Nursery; Andupgrade Of The Irrigation System At Mahobong Non-consulting Services Under The Component Are As Follows:supply, Delivery, Installation And Configuration Of Both Hardware And Software To Implement Management Information System For Lndc;design And Production Of Investment Promotion Material For Horticulture; Andinvestment Promotion Roadshow Component 3: Project Implementation Support (total: Us$ 2.57 Million From Ida) This Component Supports Implementation Costs Of The Psc Project Ii By Supporting The Project Management Unit (pmu) And The Leap Business Advisory Unit. Following Are Consultancies Under The Component:financial Management System And Procurement System;safeguards Management, Including Training, Environmental And Social Management Plans (esmp) And Monitoring Of Implementation Of Safeguards Instruments. Procurement Of Contracts Financed By The World Bank Will Be Conducted Through The Procedures As Specified In The World Bank’s Guidelines: Procurement Under Ibrd Loans And Ida Credits (revised January 2011), And Is Open To All Eligible Bidders As Defined In The Guidelines. Consulting Services Will Be Selected In Accordance With The World Bank’s Guidelines: Selection And Employment Of Consultants By World Bank Borrowers (revised 2011).
