Mca Provides Incentive For Policy Reforms By Rewarding Countries With Additional Resources That Complement Those Of Other Bilateral U.s. Development Programs, Other Donors And Their Own Investments. Eligible Countries Develop Specific Investment Programs In Furtherance Of The Goal Of Economic Development. mcc Has Two Primary Investment Modalities – Thresholds And Compacts. Threshold Programs Are Focused On Specific Sector Policy Deficiencies That Establish A Link Between The Threshold Program And Future Compact Programs. These Programs Are Heavily Focused On Testing The Host Government’s Commitment For Policy And Sector Reforms. These Programs Are Typically Two To Four Years Long And Have Ranged From $7-$55 Million And Have Averaged Approximately $20 Million. compacts Are Five-year Programs And Focus On Policy Reforms And Infrastructure Investments, Complemented With Technical Assistance. Compacts Have Ranged From $66 Million To $698 Million And Have Averaged Approximately $350 Million.
