General Procurement Notice Vietnamstrengthening Preparedness And Response To Covid-19 At The Grassroots Level In Vietnampractice Area/sector: Healthgrant No. Tf0b6532project Id No: P174401 The Institute For Social Development Studies Has Received Financing In The Amount Of Us$ 2.75 Million Equivalent From The World Bank Toward The Cost Of The Strengthening Preparedness And Response To Covid-19 At The Grassroots Level In Vietnam, And It Intends To Apply Part Of The Proceeds To Payments For Goods, Works, Non-consulting Services And Consulting Services To Be Procured Under This Project.the Project Will Include The Following Components As Below:- Component 1: Building Capacities At The Grassroots Level In Preparedness For, Response To, Recovery And Resilience Fromcovid-19 And Other Health Emergencies (us$994,063). This Component Will Support The Improvements Of The Inter-sectorial Coordination And Capacity Of Commune Health Facilities Including Health Staff For Preparedness And Response To Covid-19 And Future Pandemics.- Component 2: Raising Awareness And Knowledge Towards Changing Attitudes And Behavior Of The Community Through Risk Communication (us$724,536). This Component Will Support Outreach Communication Activities Focusing On The Awareness, Knowledge, And Attitudes For Behavioral Changes Of Citizen And Community On Health Emergency Preparedness And Response Against Covid-19 And Other Pandemics. - Component 3: Developing And Piloting Models To Support The Most Vulnerable Groups In The Preparedness And Response To Covid-19 (us$618,938). This Component Will Support Development And Piloting Of Three To Four Models To Support Different Vulnerable Groups In Selected Province: (1) Model For Migrants And Elderly People In Khanh Hoa; (2) Models For Migrants And Ethnic Minorities In Long An Province, (3) Hiv-related Vulnerable Populations, Including People Living With Hiv/aids (plhiv), People Who Use Drugs, Men Who Have Sex With Men And Female Sex Workers, In Vinh Phuc Province. - Component 4: Project Management And Administration, Monitoring And Evaluation, And Knowledge Dissemination (us$412,463). This Component Will Support The Project Implementing Agencies To Carry Out The Day-to-day Activities Of The Project, Including The Requisite Procurement, Financial Management, Auditing, Participatory Monitoring And Evaluation, And Knowledge Management Activities, In Line With The Project Operations Manual (pom)procurement Of Contracts Financed By The World Bank Will Be Conducted Through The Procedures As Specified In The World Bank’s Procurement Regulations For Ipf Borrowers: Procurement In Investment Project Financing – Goods, Works, Non-consulting And Consulting Services” Fourth Edition, November 2020 (the Procurement Regulations), And Is Open To All Eligible Firms And Individuals As Defined In The Procurement Regulations.
