General Procurement Noticesolomon Islandscommunity Access And Urban Services Enhancement Projectsocial, Urban, Rural And Resilience Global Practicegrant No. Ida-2920project Id No. P161320the Solomon Islands Government Has Received Financing In The Amount Of Us$ 15 Million Equivalent From The World Bank-international Development Association Toward The Cost Of The Community Access And Urban Services Enhancement Project (cause), And It Intends To Apply Part Of The Proceeds To Payments For Goods, Works, Non-consulting Services And Consulting Services To Be Procured Under This Project. The Project Will Include The Following Components:component 1: Urban Works And Services Will Be Implemented By The Honiara City Council (hcc) In Association With Guadalcanal (gpa), Malaita (mpa), And Western (wpa) Provincial Authorities. There Will Be Two Subcomponents: 1a. Community Access Infrastructure: To Improve Community Access And Connectivity Of Transport Links To Basic Social And Economic Services; 1b. Waste Management Services: To Improve Solid Waste Management Service Delivery For Urban Residents And Provide Communities With Employment Opportunities In The Sector. A Total Of Fifteen (15) Individual Consultant Contracts Shall Be Hired Under Component 1 Component 2: Road Repair And Maintenance Will Be Implemented By The Ministry Of Infrastructure Development (mid) In Association With Gpa, Mpa And Wpa. There Will Be Two Subcomponents: 2a. Routine Road Maintenance: To Repair And Maintain The Short-linked Roads Between Residential Areas And Main Paved Roads For Urban Communities That Require Immediate Attention; 2b. Road Improvement And Rehabilitation: To Reinstate Critical Access For Vulnerable Urban Communities To Tertiary And Secondary Road Sections That Have Been Damaged By Severe Weather Events And Are No Longer In Maintainable Condition; And Provide Employment Opportunities For Contractors And Community Groups. A Total Of 9 Small Value Works Contracts, Six (6) Individual Consultants Contracts And Six (6) Small Value Goods Contracts Are Planned For Component 2. Component 3: Infrastructure And Service Delivery Training (isdt) Will Be Implemented By Hcc In Coordination With The Gpg, Mpa And Wpa, Building On The Capacity Developed During The Latter Half Of Rep To Implement Its Activities Directly, Using A Combination Of Pmu Staff, And Contracted Trainers. Component 4: Project Management: Project Management Support, Including Safeguards Oversight, Communications & Media Support, Short-term Technical Help, Training, Financial Management And Procurement, And Extra Project Staff, Goods, And Operating Costs. Project Management Or Component 4 Shall Need The Hiring Of Eight (8) Individual National Consultants For Pmu Management And Support And Three (3) Short-term International Consultants To Provide Technical Assistance (ta) On Mis Software/e-banking Systems, Mid-term Review And Project-end Review. In Addition, Three Contracts For Consultant Firms Shall Be Procured Through Selection Based On Consultant’s Qualifications (cqs) For: (1) Audit Services Firm For The Annual Audit Of The Project; (2) Waste Management Community Group Training; And (3) For A Baseline, Tracer, Annual Surveys (m&e). 1 Contract For Mis/hardware Resources Shall Be Procured Through Rfq Under This Component.procurement Of Contracts Financed By The World Bank Will Be Conducted Through The Procedures As Specified In The World Bank’s Procurement Regulations For Ipf Borrowers (july 2016) Revised November 2017 (procurement Regulations) And Is Open To All Eligible Firms And Individuals As Defined In The Procurement Regulations. After Project Negotiations, The World Bank Shall Arrange The Publication On Its External Website Of The Agreed Initial Procurement Plan And All Subsequent Updates Once It Has Provided A No Objection.specific Procurement Notices For Contracts Subject To Open International Competitive Procurement Will Be Announced, As They Become Available, In Un Development Business Online, On The World Bank’s External Website And In The Solomon Star (newspaper Of National Circulation).
