Guyanaguyana Covid-19 Emergency Response Projecthealth Sectorgeneral Procurement Noticecredit No. Xxxproject Id No.: P175268the Co-operative Republic Of Guyana Has Received Financing In The Amount Of Us$7.5 Million Dollars Equivalent From The World Bank Toward The Cost Of The Guyana Covid-19 Emergency Response Project, And It Intends To Apply Part Of The Proceeds To Payments For Goods, Works, Non-consulting Services And Consulting Services To Be Procured Under This Project.the Project Development Objective (pdo) Of The Project Is Aligned With The Covid-19 Sprp And Is To Prevent, Detect And Respond To The Threat Posed By Covid-19 And Strengthen National Systems For Public Health Preparedness In Guyana. The Project Will Include The Following Components:the Project Comprises Of Two Components:emergency Response To Covid 19 Andenhancement Of Fiscal Management And Project Management. Component 1: Emergency Response To Covid-19 (us$7.00 Million). The Moh’s Piu Is Responsible For The Day-to-day Management And Coordination Of Covid-19 Response Activities Supported Under Components 1 The Project.component 1 Of This Project Will Focus On The Following Sub-components: 1.1 - Case Detection, Confirmation, Contact Tracing And Recording; 1.2 - Health System Strengthening Under Sub-component 1.1, The Following Objectives Are Addressed: (i) Improving The Laboratory Diagnostic Capacity For Covid-19 In The National Public Health Reference Laboratory, The Georgetown Public Hospital Laboratory And In Other Public Sector Hospital Laboratories Around The Country.(ii) Improving General Laboratory Services (diagnostic Capacity) To Enhance Clinical Management And Screening Of Covid-19 Cases; Establishing A Laboratory Capacity For Surveillance Studies With Antibody Testing; And Establishing A Basic Laboratory Capacity In The Newly Established Annex Of The Gphc At Linendhall.(iii) Expanding The Current Contact Tracing Capacity By Training And Equipping Gatekeepers And Community Service Officers (already Part Of The Gog Service Infrastructure) Located In The Ten Geographical Regions Of Guyana In Contact Tracing, By Recruiting Additional Contact Tracers And By Rolling Out The Go.data Data Collection System (currently Operational Only In Georgetown) Across The Country.(iv) Strengthening The Epidemiology And Surveillance Capacity In The Moh And In The Health Departments Of The Ten Regions. Under Sub-component 1.2, The Following Objectives Are Addressed:(i) Expanding The Icu Capacity; Establishing A Higher-level Critical Care Capacity And Expanding Bed Capacity In Selected Hospitals In The Regions; Establishing Isolation And Quarantine Facilities(ii) Improving And Expanding Present Cold Chain, Storage Facilities And Delivery Systems For Vaccines In Preparation For Receiving And Deploying Covid-19 Vaccines (including In Collaboration With The Covax Facility)(iii) Establishing Teams For Psychosocial Support To Vulnerable Households, By Strengthening The Capacity Of Social Workers And Gatekeepers In The Communities(iv) Promoting Preventive Actions And Increasing Community Awareness And Participation Component 2: Implementation Management And Monitoring And Evaluation (us$500,000): The Piu Is Responsible For Preparing A Consolidated Annual Work Plan In Line With The Objectives Of The Project, And A Consolidated Activity And Financial Report For The Project Components. The Piu Reports To The Project Coordinator On All Matters Pertaining To The Project, And The Project Coordinator Reports To The Hsdu Director, Who In Turns Reports To The Permanent Secretary. Procurement Of Contracts Financed By The World Bank Will Be Conducted Through The Procedures As Specified In The World Bank’s Procurement Regulations For Ipf Borrowers (july 2016 Revised In November 2020) (procurement Regulations), And Is Open To All Eligible Firms And Individuals As Defined In The Procurement Regulations.
