This Is A Combined Synopsis/solicitation For Commercial Items Prepared In Accordance With The Federal Acquisition Regulation (far) Format In Subpart 12.6, As Supplemented With Additional Information Included In This Notice. This Announcement Constitutes The Only Solicitation; Quotes Are Being Requested And A Written Solicitation Will Not Be Issued. ii. The Solicitation Number Is Fda-rfq-24q1275840. This Requirement Is Issued As Request For Quote (rfq). the Solicitation Is Issued As A Total Small Business Set-aside. iii. The Solicitation Documented And Incorporated Provisions And Clauses In Effect Through The Federal Acquisition Circular (fac) Fac-2024-04, Effective 04/01/2024. iv. The Associated North American Industry Classification System (naics) Code Is 334516 With A Small Business Size Standard Of 1000 Employees. v. The Us Food & Drug Administration (fda) Intends To Issue A Commercial Item Firm Fixed-price Purchase Order That Meets The Requirements Herein The Lowest Price Technical Acceptable (lpta). a List Of Line-item Number(s) And Items, Quantities, And Units Of Measure (including Option(s), As Applicable) Can Be Found In Sections Vi And Vii Of The Solicitation. vi. Description Of Requirement And Vii. Order Administration Information 1. Background the Dry Ice Delivery To The Fda San Francisco District Office And Laboratory (dolab-sf). The Dry Ice Ensures Successful Preservation Of The Fda Import Operation Frozen Samples, And During Transport And Shipment To The Laboratory For Analyses. Maintaining The Collected Samples In Compliance With Fda Compliance And Laboratory Standards And Regulations. 2. Objective sanlhaf Requires One Complete Can Seam Inspection System To Perform Regulatory Analyses Of The Metal Cans Of Food Commodities.
3. Requirements the Contractor Shall Provide A Complete System Capable Of Accurately Measuring The Double Seams Of Two And Three-piece Metal Food Cans Providing Accurate, Clear Images Of The Seams As Well As Printable Dimension Reports. The System Shall Be Capable Of Reading The Seams Of Cans Varying In Size From #1 To #10. can Seam Inspection System Specifications
• The Instrument System Shall Function Properly As A Double Seam Analyzer And Accurately Measures The Seams Of Metal Cans.
• The System Shall Have A Footswitch In Used To Capture Measurement Data Or Images Of The Can Seam.
• The System Shall Have The Capability To Print Pictures Of The Seams Evaluated.
• The System Shall Have The Capability To Generate And Print Reports.
• The System Shall Fit On A Countertop And Have Maximum Dimensions Of 24” (l) X 18” (w) X 20” (h) And Weigh No More Than 50 Lbs.
• The Components Of System Shall Use Standard Us 120-volt Electrical Outlet Power Supply Cords.
• All Necessary Accessories, Including Calibration Materials, Shall Be Included.
• The System Must Be Compatible With The Lab’s Existing Waco Can Seam Saw.
• All Manuals, Signage, And Digital Displays Must Be In English.
• The System Shall Support An Electronic Countersink Gauge And Seam Thickness Gauge.
• Analyst Training Shall Be Provided By The Manufacturer After Installation Of The System In Either A Virtual Or Live Training Platform. data System • Provide Hardware Shall Include A Hd Optical Unit For Metal Food Cans Computer, A Monitor, Keyboard, Mouse, Printer With Initial Ink Cartridge(s), A Footswitch If Available, And All Necessary Connection And Power Cords. The Computer Shall Provide:
• All Software Shall Be Preinstalled On A New Computer That Has At Least 8 Gb Of Ram Prior To Delivery To Sanl-haf.
• The System Shall Be A Stand-alone System. trade And Service Specifications • All The Components Of The System Must Be Newly Manufactured, Not Used, Refurbished, Or Previously Used For Demonstration.
• Fob Point Destination Per Far Clause 52.247-35.
• The Entire System Shall Have A One (1) Year Warranty For Parts And Labor Beginning On The Date Of Acceptance By The Government. This Warranty Shall Include All Non-consumable Parts, Labor, And Shipping Costs. Replacement Parts Shall Be New, Factory Certified.
• All Warranty Work Shall Be Performed By A Manufacturer Trained Technician.
• The Vendor Must Be Capable Of Servicing The Instrument Throughout The Covered Warranty Period.
• Ongoing Telephone Technical Support Shall Be Available During The Laboratory’s Normal Business Hours Of 6:30 Am – 5 Pm Pst, Monday – Friday. If Needed, Virtual Technical Support Shall Be Available During The Business Hours Of 7 Am – 5 Pm Pst, Monday – Friday.
• Analysts Using The System Shall Have Telephone Access To Technical Support Personnel At No Additional Charge, For Technical Assistance And Troubleshooting.
• Familiarization Training For All Users Will Be Provided Within 30 Days Of Installation, Such That Operators May Independently Operate The Instrument And With Increased Familiarity And Proficiency. The Training Shall Include Manuals Used During Training. records And Reports the Contractor Shall, Upon The Completion Of Each Service Call Relating To The First-year Warranty, Provide The End-user Of The Equipment With A Copy Of The Corrective Service Report Identifying The Equipment Name, Manufacturer, Model Number, And Serial Number Of The Equipment Being Repaired And Detailing The Reason For The Warranty Call, And A Detailed Description Of The Work Performed. The Parts And The Test Equipment Used To Repair The System Shall Be On The Report. This Will Include The Name (s) And Contact Information Of The Technician Who Performed The Repair, And For Information Purposes, The On-site Hours Expended, And Parts/components Replaced. 4. Inspection/acceptance Criteria
