The event areas are regularly secured with entry barriers in the form of concrete blocks to prevent unhindered driving of vehicles into large crowds (rampage drives). The entry barriers are partially connected to one another with a steel cable. This requires the entry barriers to be guarded by security personnel in order to prevent the barriers from being tampered with and at the same time to ensure that the steel cables are removed and re-attached in the event of authorized entries and exits, for example for fire and rescue service vehicles. Description of services with the associated special contractual conditions for the provision of security personnel to monitor the entry barriers with hooking and unhooking the safety cables for authorized entries and exits. Several major events take place every year during events in the state capital of Wiesbaden. The event areas are regularly secured with mobile entry barriers (concrete blocks) to prevent motor vehicles from driving unhindered into large crowds (rampage drives). The entry barriers are partially connected to one another with a steel cable. The entry barriers must be guarded by security personnel to prevent tampering with the barriers and at the same time to ensure that the steel cables are hooked and unhooked again in the event of authorized entries and exits, for example for fire and rescue service vehicles. Consequently, depending on the size of the event, up to 21 security guards and an operations manager are required. A list of 11 events in 2025 for which security personnel are required to secure the concrete blocks is attached. The contract has a term of 9 months. It begins on April 1, 2025 and ends on December 31, 2025. There is an option to extend the contract for a further year from January 1, 2026 to December 31, 2026. The decision on whether to exercise the option to extend the contract is made by the client and is only available to them. Services Security personnel are provided to guard entry barriers and to hang and unhang steel cables for authorized entries and exits during events. For events where an operations manager is required as a contact person, this will be indicated in the list of events. Communication with the operations manager must be in German.
