Description: Contract notice – general guideline, standard regulation negotiated procedure with prior publication of a call for competition/negotiated procedure (services) RV electrical planning The aim of this negotiated procedure is the award of services for the specialist planning of technical equipment for plant groups 4 and 5 in accordance with Section 53 ff. Hoai 2021 for the execution of modernization and conversion measures for the laboratory rooms in the various departments of the Paul Ehrlich Institute (PEI) and the Federal Environment Agency (UBA). A small part of the measures will be limited to repair and maintenance measures. The planning services include processing phases 2 and 3 as well as phases 5, 6, 7 and 8. The services will be awarded in the form of a framework agreement for a term of at least one year with the option of an annual extension to a total of four years, with a total of 12 measures expected. RV Electrical Planning The Paul Ehrlich Institute (PEI), with its current location in Langen, is an institution within the business area of the Federal Ministry of Health. It promotes the quality, effectiveness and safety of biomedical vaccines and medicines through research and testing._____ The institute consists of 9 buildings, most of which were planned between 1984 and 1987 and built from 1988 onwards. The buildings are connected to one another by corridors or covered walkways. House 1 is an administrative building with office use, houses 6 and 9 house central technical systems, workshops and offices, houses 2, 3, 4 and 5 mainly house offices and laboratories and houses 7 and 8 in particular laboratories and animal husbandry facilities. The buildings are constructed as solid structures with flat roofs, all walls are made of brickwork or concrete. Structurally, all buildings are built in a similar column grid. The individual rooms, hallway areas and central zones are arranged in this grid and extended to 3 m, 6 m, 9 m etc. depending on use. Houses 2 to 5 as well as 7 and 8 have a technical floor above each usable floor with escape balconies on the facade, and a technical floor with a room height of 2.30 m, which together form a fire protection unit. The so-called "ring canal", a canal structure in the basement that runs in a ring shape, also supplies the media to buildings 1 to 9 and connects them to one another._____ An access permit is required to enter the main building or the grounds. In addition, access to the laboratories with protection levels 1 to 3 requires instruction from the responsible staff. The entire company premises are fenced in and monitored._____ The expected measures mainly concern the conversion and modernization of laboratories in the Paul Ehrlich Institute. Existing laboratories and former offices must be converted into laboratory rooms and upgraded in accordance with new user requirements._____ The planning services may include processing Lph 2,3 and 5-8 as well as reviewing and checking the existing documents and creating existing plans._____ During implementation, coordinated consultation with the user and Lbih is essential, as the conversion must go hand in hand with the smooth operation of the building._____ A small part of the measures will be limited to repair and maintenance measures.
