The bid capacity required in the given tender can be calculated using the formula: Available Bid Capacity = [A x N x 2] – 0.33xNxB Where, A = Maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year (up to date of inviting tender), N = Number of years prescribed for completion of work for which bids have been invited, B = Value of existing commitments and balance amount of ongoing works with the tenderer as on date one month prior to the tender closing date to be completed in next ‘N’ years. For a single bidder, the available bid capacity should be greater than or equal to the estimated cost of work. For a Joint Venture (JV), the bid capacity is calculated as the arithmetic sum of individual "bid capacity" of all members, with the lead member's financial capacity being at least 51% of the financial eligibility criteria, and each non-lead member's technical capacity being at least 25% of the cost of any component of work. Additionally, the tenderer must have a minimum average annual contractual turnover of 1.5 V/N crores, where V = Advertised value of the tender in crores of Rupees and N = Number of years prescribed for completion of work for which bids have been invited.

The required prior work experience for the bidder includes successfully completing or substantially completing any one of the following categories of work(s) during the last 07 (seven) years: - Three similar works, each costing not less than 30% of the advertised value of the tender, - Two similar works, each costing not less than 40% of the advertised value of the tender, - One similar work, costing not less than 60% of the advertised value of the tender. The similar nature of work is defined as 'Supply of machine crushed stone ballast for any Railway / Road Works.' For subcontractors, the required prior work experience includes successfully completing at least one work similar to the work proposed for subcontract, costing not less than 35% of the value of the work to be subletted, in the last 5 years. Note that for subletting of work costing up to Rs 50 lakh, no previous work experience of the subcontractor is required. Each non-lead member of a joint venture (JV) should have technical capacity of a minimum of 1/6th of the cost of any component of work mentioned in the technical eligibility criteria. The value of a completed work done by a member in an earlier JV shall be reckoned only to the extent of the concerned member's share in that JV for the purpose of satisfying their compliance to the aforementioned technical eligibility criteria in the tender under consideration. The major component of the work for this purpose shall be the component of work having the highest value. In cases where the value of two or more components of work is the same, any one work can be classified as the major component of work. The overall cost, including the PVC amount (if paid), of the completed work or substantially completed work, shall be considered, and no separate evaluation for each component of that work shall be made to decide eligibility. The percentages of similar works completed are: - 30% for three similar works, - 40% for two similar works, - 60% for one similar work, - 35% for subcontractors. The amounts are: - 30% of the advertised value of the tender for three similar works, - 40% of the advertised value of the tender for two similar works, - 60% of the advertised value of the tender for one similar work, - 35% of the value of the work to be subletted for subcontractors, - Rs 50 lakh for subletting of work where no previous work experience of the subcontractor is required.
