Description: Specifications And Special Provisions 1. The Location Of The Work To Be Taken Place Is Located At The Dingman Pit #5 Located Approximately 10miles South Of Highway 13 On The West Side Of Highway 56. The Land Is Legally Described As E1/2-32-44-19-w4m. 2. Mobilization And Demobilization Shall Be Lump Sum As Per Bid Item #1 In The Unit Price Schedule And If Additional Equipment Is Required To Complete The Contract To Specification It Shall Be At The Expense Of The Contractor. There Will Be No Additional Compensation Expected Of The County For Mobilization. 3. For The Purpose Of This Contract, It Has Been Estimated That There Is Approximately 103,500m2 Of Soils (topsoil And Subsoil Combined) To Be Stripped At An Average Depth Of 0.23m And Placed In The Stockpile Location As Indicated In Drawing Ew01-01-2024. The Quantity Of Soils Shall Be Paid By Multiplying The In Place Stockpiled M3 By The Unit Rate Bid Item #2 In The Unit Price Schedule. It Is Estimated There Will Be Approximately 35,000m3 Placed In The Soils Stockpile. As Per The Code Of Practice The Topsoil And Subsoil (soils) Have Been Admixed Through Years Of Cultivation And Care Shall Be Taken To Not Mix The Soils With The Overburden Horizon Below However Ensuring That All Soils Have Been Salvaged Even If The Depth Exceeds 0.23m. After All Soils Have Been Salvaged From Below The Location Of The Overburden Stockpiles The Contractor Shall Contact The County To Complete A Base Survey For The Overburden Stockpiles. 4. It Has Been Estimated That There Is Approximately 15,500m2 Of Overburden To Be Stripped At An Average Depth Of 7.0m And Placed In The Stockpile Location As Indicated In Drawing Ew01-01-2024. The Quantity Of Overburden Shall Be Paid By Multiplying The In Place Stockpiled M3 By The Unit Rate Bid Item #3 In The Unit Price Schedule. It Is Estimated There Will Be Approximately 141,000m3 Placed In The Overburden Stockpile. While Stripping The Overburden It Is Important To Not Remove The In-situ Pitrun Material. As Per The Code Of Practice A Buffer Of 5.0m In The Horizontal Plane Shall Be Left From The Soils Stripping To The Start Of The Overburden Stripping. While Stripping The Overburden Care Shall Be Maintained To Slope The Edges Of The Pit At 1:1 Down To The Pitrun Seam Below. 5. There Is Approximately 730 Linear Meters Of Road Grading To Be Completed. The County Will Provide Initial C/l Grade Elevations For The Road To Be Constructed (drawing Ew01-05-2024). 5.1. There Is Approximately 50 Linear Meters Of Existing Road That Needs To Be Widened Approx. 3m (off Of Hwy 56) And Lifted To Final Grade (drawing Ew01-02a-2024). 5.2. There Is Approximately 680 Linear Meters Of New Road To Be Constructed For The Pit And Lease Access (north Of Soils Pile) (drawing Ew01-02a-2024 & Drawing Ew01-02b-2024) 5.3. All Widening Of The Existing Lease Road Will Be To The North Of The Existing Road To Maintain Clearance From The Ember Pipeline. 5.4. All Topsoil Shall Be Removed Before Placing Clay Fill For The Road Construction. 5.5. Prior To Placing The Fill Material The Road Shall Have A 10m Wide 6” Subgrade Prep. This Can Be Seen In The Standard Road Cross Section. (drawing Ew01-05-2024) 5.6. All Fill Material Required For The Road Shall Be Compacted To 98%spd With No More Than 150mm Per Lift Being Placed At Any Given Time. A Roll Test Will Be Required Prior To Placing Surface Gravel. 5.7. The County Will Supply Cr225 Base Course For The Roads From The Dml To A Depth Of 2-3”. After Placing The Material The Contractor Will Grade And Pack The Gravel In Place. 5.8. Back Slopes Of The Approach Off Of Highway 56 Shall Have 4”min Of Topsoil Spread On Them And Be Harrowed Ready For Hydroseeding. The Contractor Shall Not Be Responsible For Hydroseeding In These Areas After Construction Is Completed. 5.9. Backslopes On The Road Will Be A Minimum Of 5:1 At All Gates Openings And In Alberta Transportation Right Of Way. In All Other Places It Should Be A Minimum Of 3:1backslope From The Edge Of The Road To The Toe. 5.10. All Payments For The Construction Of The Roads Will Be By The Linear Meter And Inclusive Of The Fill Required For The Road As Per Bid Item #4 In The Unit Price Schedule. 5.11. Contractor Must Submit The Appropriate Applications, Acquire Necessary Permits, And Supply All Signs Required By Alberta Transportation For Working In Their Right Of Way Off Of Highway 56. This Is Inclusive Of The Work To Be Completed And No Additional Payment Will Be Required From The County. 6. There Is One 500mm Diameter Culvert To Be Installed Approximately 60m West Of The Approach Into The Pit Off Of Highway 56. The Location Of The Culvert Will Be Staked By The County After The Road Is Constructed. The County Will Supply The Culvert And Coupler To The Contractor For Installation. All Payments For The Installation Of The Culvert Will Be A Linear Meter Payment As Per Bid Item #5 In The Unit Price Schedule. If Required The Culvert Will Be Countersunk To Ensure That There Is A Minimum Of 300mm Cover Over The Culvert. (drawing Ew01-02-2024) 7. There Is Approximately 1500 Linear Meters Of 4 Wire Barbed Fence To Be Constructed To Alberta Transportation Class “b” Fence Specifications (drawing Ew01-01-2024 & Drawing Ew01-04-2024). Which Includes But Is Not Limited To: 7.1. Main Line Posts Pressure Treated 100-125mm Top Diameter And 2.13m (7’) Length With A Maximum Spacing Of 3.75m Between Posts. 7.2. Corner And Gate Posts Pressure Treated With 150-175mm Top Diameter And 2.44m (8’) Length With Bracing. Brace Wire 3.66mm Thick Soft Galvanized Wire Doubled 7.3. There Are 4 - 4 Wire Gates To Be Constructed Which Include 3 Gates @ 7m Wide And 1 Gate @ 13m Wide. Wire Gates Shall Be Inclusive With The Construction Of The Fence. The Wire Gates Shall Have 55mm Diameter Wooden Stays And Be Able To Be Opened From Either Side. 7.4. Barbed Wire Shall Be 2 Strand (four Point Galvanized 2.5mm Thick Strands). 7.5. Staples Are To Be 40mm Staples. 7.6. The Length Of The Fence Will Be Measured After Construction And Will Be Paid By The Linear Meter Of The Fence Installed Inclusive Of All Materials For The Fence And Gates As Per Bid Item #6 In The Unit Price Schedule. 8. There Is One 8.5m Wide Double Swing Gate To Be Installed. The County Will Supply 2 – 14’ Steel Swing Gates To Be Installed Approximately 50m West Of The Asphalt Approach Off Highway 56 As Identified. (drawing Ew01-03-2024). The Contractor Shall Supply And Install 2 Mounting Posts For The Gate. The Mounting Posts Shall Be A Minimum 6” Diameter Steel Pipe In A Minimum 18” Diameter Hole Drilled To A Minimum Of 8’ From The Surface Of The Ground. The Post Shall Be Backfilled With Concrete With At Least 7’ Of The Post Buried Below The Ground. The Posts Must Be Secure And Have Zero Movement When The Gate Swings Open And Closed. The Payment For This Is Lump Sum As Per Item #7 In The Unit Price Schedule. 9. All Stockpile Sites Will Be Surveyed Prior To The Soils Being Placed On Them. The Contractor Shall Confirm Prior To Stockpiling, The Appropriate Surveys Have Been Completed By The County. Upon Completion Of The Soils And Overburden Stripping The Actual Volume Will Be Calculated By Surveying And Plotting The Stockpile Volume. The Method Of Survey / Data Collection Will Be Done By A Geographical Positioning System Or Drone And The Volume Calculated By A 3d Modeling Program Using Tin / Surface Subtraction I.e.: Surface 1- Survey Of Stockpile Site, Surface 2 – Survey Of Stockpile After Completion On Site. Surface 2 – Surface 1 = Volume Of In Place Stockpile. 10. The Contractor May Hire An Independent Professional Engineering Consultant To Verify The Stockpile Volume At Their Cost Should They Wish. In The Event Discrepancy Regarding Finished Quantities Arises, The Stockpile Volume Used By The Independent Professional Engineering Consultant Shall Incorporate A Pre-stockpile Base Or Shall Be Deemed Invalid. The Contractor Shall Smoothly Contour All Stockpiles Such That An Accurate Survey Can Be Performed. All Levelling Efforts Performed On The Soils Stockpile Shall Result In Positive Drainage Away From The Stockpile. 11. All Finished Overburden Stockpiles Shall Be Stacked To A Height Of No More Than 9.00 Meters (29’6”) 12. All Finished Soil Stockpiles Shall Be Stacked To A Height Of No More Than 6.5meters (21’4”) 13. The County Reserves The Right To Increase Or Decrease The Volume Stripped At Dingman Pit #5 Located At E1/2-32-44-19-w4m At Its Sole Discretion Without Explanation. 14. The Contractor Shall Not Park, Encroach, Or Cross The Ember Pipeline With Any Equipment Or Vehicles And Shall Maintain A Minimum Of 2.0m Distance From The Pipeline At All Times. This Distance Shall Be Identified By The County So That Everyone On Site Is Aware Of The Pipeline. Ember Resources Will Be On Site For The Pre-construction Meeting As Well. 15. There Shall Be Access To The Well Site By Ember Resources At All Times And The Road Shall Not Be Blocked By Equipment Or Barriers Restricting Access. 16. All Work Shall Be Limited To The Periods Of 9:00am Sunday To 8:00pm Friday, With Saturday Being A Day Of Rest. Daily Restrictions Shall Further Be 6am To 9pm, Daily Following All Oh&s Regulations For Hours Of Work. 17. The Work In It’s Entirety Shall Be Completed In Full By August 15, 2024. All Work Completed After This Date Will Incur A Penalty Of $1500/site Day. A Site Day Shall Include All Days That The Weather And Site Conditions Permit Work To Be Performed. 18. All Areas In Which The Contractor Will Have Operated During The Project Shall Be Fully Levelled And Left In A Neat And Tidy Manner. This Would Include, But Not Be Limited To: Areas Of Stripping, Stockpiling, Road Construction, Travelled Areas, Fencing Areas And Operation Site. 19. The Contractor Shall Employ And Keep On The Job Sites At All Times That Work Is In Progress Under This Contract, A Competent Person Or Persons Who Shall Give Efficient Supervision To The Stockpiling Operation And All Work On Site, And Who Will Be Able To Receive And Act Upon Directions, Instructions, And Notices Which May Be Given By The County. 20. All Directions, Instructions, And Notices On Behalf Of The County Shall Be Given To The Contractor Or His Supervisor In Writing By The Manager Of Public Works, Or In His Absence, Any Other Authorized Person On His Behalf. 21. The Contractor Shall Keep A Daily Record Of The Work Completed On Site. The Said Daily Record Is Subject To The Approval Of The Manager Of Public Works Or His Designate. The Manager Of Public Works And Designate Shall At All Times Have Access To The Records Of The Contractor, And Shall Have A Reasonable Time At The Commencement Of Each Working Day To Inspect, Survey, Or Do Any Other Thing Necessary To Ensure The Accurate Measurement And Specifications Of The Tender. 22. The Manager Of Public Works Or Any Other Authorized Person Acting On His Behalf Shall At All Times Have Access To The Site, And Stockpiling Operation, And May Give Any Instructions Or Directions He Deems Necessary To Protect The Property Of The County Or Of Others On Or Near The Gravel Pits, And Such Instructions Or Directions Shall Be Binding On The Contractor. The County May Inspect The Worksite And Stockpiling Operation At Any Time. 23. The Contractor Will At All Times Pay, And Be Responsible For All Losses, Claims, Demands, Actions, Suits, Costs, Expenses And Damages Which May Be Incurred By Or By Reason Of Any Action Or Other Proceeding Which Shall Or May Be Brought Or Instituted In Respect Of Injury To Persons Or Damages To Property On Or Near Any Of The Said Gravel Pits Or Stockpiles Arising Out Of The Excavation And Stockpiling Of Soils By The Contractor, Directly Or Indirectly, And The Contractor Shall At All Times Hereafter Save Harmless And Keep Indemnified The County From And Against All Such Losses, Claims, Demands, Actions, Suits, Costs, Expenses And Damages. 24. The Contractor Shall Be Responsible For The Care And Protection Of All Material, And Equipment On The Job Sites, And All Damage To The Said Material And Equipment, Howsoever Caused, Shall Be Made Good At The Expense Of The Contractor. 25. Acceptance Of Stockpiled Soils Shall Take Place When Such Soils Are In Their Final Position And Have Met All The Requirements Of The Contract. 26. The Contractor Shall License All Vehicles And Equipment In Accordance With The Laws Of The Province Of Alberta. 27. The Contractor Shall Dispose Of All Waste Materials Produced By Or Incidental To The Earthworks Operation As Directed By The Manager Of Public Works Or His Designate. Upon Completion Of The Earthworks The Site Is To Be Inspected By A Representative Of The Contractor And The Manager Of Public Works Or His Designate To Ensure The Work Site Is Left In A Condition Satisfactory To The County. 28. The Contractor Will Give The County At Least Two (2) Days’ Notice Of His Intention To Move The Earthworks Operation From The Location. 29. The Contractor Is Responsible For The Overall Safety Of Their Workers. The Contractor Is Responsible To Comply With Applicable Environmental, Health, And Safety Legislation As Applicable In The Province Of Alberta. 30. The Contractor Shall Prepare And Implement An Environmental Construction Operations Plan In Accordance With The Department Manual Entitled “environmental Construction Operations Plan (eco Plan) Framework” Dated July 6. 2020 Version. The Plan Must Be Submitted And Approved By The County Prior To The Contractor Moving Into The Pit. 31. Should This Tender Be Accepted, The Undersigned Agrees To Enter Into A Written Agreement With The County For The Faithful Performance Of The Services Covered By This Tender. 32. The Contractor Shall Note That The Existing Area To Be Stripped Is Not Prone To Groundwater, But That All Material Above The Pitrun Within The Proposed Excavation Area Shown On The Drawing Number Ew01-01-2024 Shall Be Stripped. If Required Dewatering Methods Will Meet All Requirements As Per The Current Code Of Practice For Pits. No Separate Or Additional Payment Will Be Made For Dewatering Operations.
