Description Republic Of The Philippines Department Of Agrarian Reform Tunay Na Pagbabago Sa Repormang Agraryo Invitation To Bid For Procurement Of Janitorial Services For Cy2025 1. The Department Of Agrarian Reform Provincial Office – Kalinga (darpo-kalinga), Through Its Bids And Awards Committee Intends To Apply Under The Early Procurement Activity The Sum Of One Hundred Seventy Six Thousand Pesos (₱176,000.00) Only, Being The Approved Budget For The Contract (abc) As Per The National Expenditure Program For Calendar Year 2025 To Payments Under The Contract For The Procurement Of Janitorial Services For Cy 2025 Under Pr No. 2024-12-196. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Darpo-kalinga Now Invites Bids For The Above Procurement Project. Delivery Of The Services Is Required Within The Period Stated In Section Vi – Schedule Of Requirements Of This Bidding Documents. Bidders Should Have Completed, Within Three (3) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 4. Prospective Bidders May Obtain Further Information From The Darpo-kalinga Bac Secretariat And Inspect The Bidding Documents At The Address Given Below From 9:00am To 4:30pm Mondays To Fridays Starting On December 21, 2024. 5. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders On The Given Address Below And Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of One Thousand Pesos (₱1,000.00) Only. The Procuring Entity Shall Allow The Bidder To Present Its Proof Of Payment For The Fees In Person During The Conduct Of Bid Opening. 6. Prospective Bidders Requiring Any Clarification On The Bidding Documents Shall Submit Their Request For Clarification In Writing To The Bac At The Given Address. The Bac Will Respond In Writing To Any Request For Clarification By Issuing A Supplemental/bid Bulletin, Provided That Such Request Is Received At Least Ten (10) Calendar Days Before The Deadline For Submission And Receipt Of Bids. Should The Darpo-kalinga Deem It Necessary To Amend The Bidding Documents As A Result Of A Clarification, It Shall Do So Following Prescribed Procedures. 7. Bids Must Be Duly Received By The Bac Secretariat Through Manual Submission At The Office Address Indicated Below On Or Before January 3, 2025, Friday At 1:00pm. Late Bids Shall Not Be Accepted. 8.
