Details: Building physics: thermal insulation and energy balance ISD Annex 1 (to Section 3 Paragraph 1), Section 1.2 Hoai For phased commissioning Basic information on the project The town of Ruhland, with around 3,800 residents, is a municipality in the Ruhland district and a basic functional focus for the around 7,200 residents of the Ruhland district. There are no buildings for unrestricted use for sports, clubs and the public in the town of Ruhland or in the wider district. The old gymnasium is currently in danger of collapsing and is therefore not usable. Due to the industrial complex bordering Ruhland to the north, Ruhland and other municipalities in the district are becoming increasingly attractive as places to live. This also increases the demand for a sports facility. The project is intended to significantly improve the living environment. The focus is on creating cross-generational leisure opportunities. The multi-purpose hall is intended to be a modern training and competition venue for the sports clubs in the Ruhland district. In addition, the project will significantly improve the conditions for school sports, which indirectly contributes to securing the school locations in the Ruhland district. This is also a location factor that should not be underestimated for the development of "residential quarters". At the same time, this hall will enable all residents of the community association to experience culture in the countryside across generations (e.g. concerts by choirs, marching bands, theater performances). Since the club landscape in the Ruhland district is already extremely diverse with around 100 active clubs, this building can also make a significant contribution to strengthening the club landscape and thus to strengthening volunteer work. The barrier-free use of the building is just as important as the resource-saving construction of a building that can make an important contribution to achieving climate protection goals both in construction and operation. The project is a hall with three hall sections. The dimensions of the hall area should be 22 MX 45 m, making the size of a handball court (20 MX 40 m) feasible. The size of the hall corresponds to the space recommendations for general education schools in the state of Brandenburg. Areas should be taken into account that correspond to the model area recommendations of the Brandenburg Ministry of Education, Youth and Sport. The hall should be usable as a competition, training and cultural event venue with spectator stands. With a view to the share of the costs for the operation and maintenance of the building, which are usually many times the investment, a key goal of the planning will be to build in a way that conserves resources and is therefore climate-friendly. The use of a heat pump using surface heating is one of many options. Support for the power supply and hot water preparation through solar gains is mandatory. A less structured building should therefore help to use the energy generated efficiently. A key planning task will have to be to adequately meet the usage requirements with a minimum of technical building equipment. The estimated total cost of the multi-purpose hall is approximately EUR 7,130,000 net. The estimated cost of the services for Kg 300 and 400 is approximately EUR 5,700,000 net.
