This Request For Proposals (the “rfp”) Is An Invitation By The Government Of Manitoba (“manitoba”), As Represented By The Department Of Public Service Delivery, Capital Project Planning And Delivery (“cppd”) On Behalf Of The Owner Of The Project, Manitoba Housing And Renewal Corporation. (“owner”) To Prospective Contractors To Submit Proposals For Fire Alarm Modernization As Further Described In Section 1 Of The Rfp Particulars (appendix 3) (the “work”). The Work Is Being Done In Single Story Residential Building, Consisting Of 12 Units. Work Site Location Will Be Occupied During Construction. Preferences: (a) In Consideration Of Manitoba’s Procurement Policies And Applicable Trade Agreements, This Solicitation Is Limited To Canadian Suppliers Who Have Submitted Compliant Submissions Meeting All Essential Requirements Of The Solicitation. If No Compliant Submissions Are Received From Canadian Suppliers, Manitoba May Re-issue This Tender At Its Sole Discretion. (b) Submissions Which Propose The Use Of Subcontractors Based In The United States Will Be Automatically Disqualified. (c) Pre-qualified Suppliers To Bid Using The Approved Product List And/or Specifications (which May Include U.s. Products), However, Following Contract Award, The Successful Pre-qualified Supplier Will Be Required To Work With Government And Associated Consultants To Substitute Some Or All U.s. Products (where Practical) With Those Made In Canada Or Outside Of The United States. The Products Must Be Equivalent In Quality And Performance To The Originally Specified Product. Any Cost Variances Shall Be Substantiated With Supporting Documentation Including Invoices And Receipts. (d) Pre-qualified Suppliers Are Mandated To Ensure A Minimum Percentage Of Canadian And Non-u.s. Products In Their Submissions Cppd Is Administering This Rfp Process.
