This Request For Proposals (the “rfp”) Is An Invitation By The Government Of Manitoba (“manitoba”), As Represented By The Department Of Public Service Delivery, Capital Project Planning And Delivery (“cppd”) On Behalf Of The Owner Of The Project, Manitoba Housing And Renewal Corporation. (“owner”) To Prospective Contractors To Submit Proposals For Fire Alarm Modernization As Further Described In Section 1 Of The Rfp Particulars (appendix 3) (the “work”). The Work Is Being Done In Single Story Residential Building, Consisting Of 12 Units. Work Site Location Will Be Occupied During Construction. Preferences: (a) In Consideration Of Manitoba’s Procurement Policies And Applicable Trade Agreements, This Solicitation Is Limited To Canadian Suppliers Who Have Submitted Compliant Submissions Meeting All Essential Requirements Of The Solicitation. If No Compliant Submissions Are Received From Canadian Suppliers, Manitoba May Re-issue This Tender At Its Sole Discretion. (b) Submissions Which Propose The Use Of Subcontractors Based In The United States Will Be Automatically Disqualified. (c) Pre-qualified Suppliers To Bid Using The Approved Product List And/or Specifications (which May Include U.s. Products), However, Following Contract Award, The Successful Pre-qualified Supplier Will Be Required To Work With Government And Associated Consultants To Substitute Some Or All U.s. Products (where Practical) With Those Made In Canada Or Outside Of The United States. The Products Must Be Equivalent In Quality And Performance To The Originally Specified Product. Any Cost Variances Shall Be Substantiated With Supporting Documentation Including Invoices And Receipts. (d) Pre-qualified Suppliers Are Mandated To Ensure A Minimum Percentage Of Canadian And Non-u.s. Products In Their Submissions Cppd Is Administering This Rfp Process. For The Purposes Of This Procurement Process, The “rfp Contact” Will Be: Contract Administrator: Cindarla Pinheiro Email: Cppdprocurement@gov.mb.ca Proponents And Their Representatives Are Not Permitted To Contact Any Employees, Officers, Agents, Elected Or Appointed Officials, Or Other Representatives Of Manitoba Or Cppd Other Than The Rfp Contact, Concerning Matters Regarding This Rfp. Failure To Adhere To This Rule May Result In The Disqualification Of The Proponent And The Rejection Of The Proponent’s Proposal. An Optional Site Visit Has Been Scheduled As Follows: Location: 503 Main St, Ile Des Chênes, Mb Date And Time: July 4, 2025 At 10:00 Am Local Time Proponents Are To Meet At Building Lounge Prior To 10:00 Am To Sign The Site Attendance Sheet. Proponents Are To Pre-register By Email To The Project Manager At Jun.fan@gov.mb.ca. It Is The Proponents Responsibility To Ensure Registration And Confirmation Has Been Received Prior To The Meeting. Proponents Should Register For The Site Visit By 4.00 Pm On July 03, 2025. Attendance At The Site Visit Will Be Confirmed And Recorded. If Proponents Are Not Available To Attend The Above Scheduled Optional Site Visit, But Still Wish To View The Site, An Appointment May Be Arranged By Contacting The Rfp Contact. Proponents Are Not Entitled To Rely On Information Received From Cppd, The Owner’s Representatives Or Other Third Parties At The Site Visit Unless The Rfp Contact Has Provided The Information In Writing. Deadline For Questions July 14, 2025. All Questions Must Be Submitted To The Contract Administrator At Cppdprocurement@gov.mb.ca. Cppd Will Only Address Questions That Were Sent To This Email Address. Bid Submission Deadline Is July 21, 2025 At 2:00:00 P.m. Cdt. This Is An Ebid Submission And All Bids Must Be Uploaded Through Merx. No Other Form Of Proposal Submission Will Be Accepted.
