The Government Does Not Intend To Award A Contract Based On Responses And The Government Is Not Obligated To And Will Not Pay For Information Received As A Result Of This Special Notice. project Location: international Falls, Land Port Of Entry 2 Second Ave international Falls, Mn 56649 project Description: the Anticipated Project Is A New Land Port Of Entry Facility On The Northern Border In Minnesota. The Proposed Site Is In International Falls, Adjacent To An Existing Land Port Of Entry. This New Project Will Be A Gateway To Our Country And Will Transform An Obsolete Border Facility Into A State-of-the-art Commercial Port Of Entry, Which Will Improve Safety And Security For Both Vehicular And Pedestrian Traffic. It Shall Make A Distinct Architectural Statement That Is Responsive To The Efficient Movement Of Trade And Commerce, The Security Requirements Of Law Enforcement Agencies, And The Welcoming Of Visitors And Citizens To The United States Of America. The Intended Delivery Method Is Design-bid-build With A Lump Sum Firm-fixed Price. the Department Of Homeland Security (dhs) - Customs And Border Protection (cbp) Is The Current Tenant, And The Department Of Agriculture Plant Protection And Quarantine (usda) And U.s. Food And Drug Administration (fda) Will Be Joining Cbp As New Tenants At The New Lpoe. The Existing Facility Was Constructed In 1993, And Operates 24 Hours A Day, 7 Days Per Week. Although The Existing Land Port Of Entry Is Only Roughly 30 Years Old, It Was Designed And Constructed Several Years Before The Creation Of Dhs Which Resulted In Significant Changes To The Way Business Operations Occur At The Border. This Project Represents An Opportunity To Support The Supply Chain; International Falls Has The Highest Traffic Volume Of Any Port In Minnesota. In 2021, The Port Facilitated Over $12 Billion Worth Of Trade. By Redesigning And Expanding The Port’s Infrastructure, The Port Will Be Able To Accommodate Higher Volumes Of Trade. the Project Will Achieve Leed Gold Certification Or Higher. To Achieve That Sustainability Goal, The Project Intends To Specify Energy Efficient Products/systems, Use Environmentally Preferable Products, Protect And Conserve Water, Enhance Indoor Air Quality, And Other Scope Elements That Apply To Various Leed Credits. The Services Requested Of The Gc Shall Cover A Wide Range Of Construction Activities As Defined Below. the Gc Shall Be A Member Of The Project Team Throughout Construction And Turnover/closeout Stages. The school property of the Karl-Gärtner School (plot no. 1/6) has a size of 21,178 m². The school complex, which is listed as a cultural monument in accordance with Section 2 Paragraph 1 of the Hdschg, was built in two construction phases between 1963 and 1967 by the architect Daniel Jourdan. The loosely grouped one- and two-storey, flat-roofed pavilions in reinforced concrete construction with reddish-brown clinker bricks are connected to one another via walkways and spatially enclose the school yard. The school complex consists of a main building (old building) with an adjoining administration wing and cafeteria, a toilet building, a classroom wing (new building), a pavilion building, a school gym, a youth traffic school including a workshop (see Appendix 3). The demolition of the school gym and the construction of a new double sports hall with a club extension as well as the restructuring of the administration are currently being planned. Subject of the service to be commissioned: Specialist planning services for technical equipment for system groups 4 and 5, in accordance with Hoai 2013, as amended in 2021, Part 4, Section 2, §§ 53-56, service phases 2-9. Service phase 2 in partial services. In addition, the special services from Appendix 15 to Section 55 Paragraph 3, Section 56 Paragraph 3 in accordance with the partial service table as an appendix to the draft contract (appendix 02d). Further planning services are not the subject of this tendering procedure. The basic services will be remunerated on the basis of Hoai 2013, as amended in 2021, if regulated there. The Criteria And Rating System For Short Listing Are As Follows: Criteria Weights Applicable Experience Of The Consulting Firm 40% Qualifications Of Principal And Key Staff Of The Consultant Who May Be Assigned To The Job Vis-a-vis Extent And Complexity Of The Undertaking 30% Current Workload Relative To Capacity 30% 5.1 The Design And Build Contractor Must Have A Minimum Of Five (5) Years Of Similar Experience In Conducting Detailed Architectural And Interior Design And Plan And Is Duly Accredited Currently By The Philippine Contractors Accreditation Board (pcab) With Classification Of General Building And At Least Category B. 5.2 The Design Personnel Of The Design And Build Contractor Must Be Comprised Of The Following Personnel With At Least Seven (7) Years Of Experience In Architectural And Interior Fit-out Construction And Worked On At Least Three (3) Relevant Projects With Five (5) Government Agencies And At Least Three (3) Projects With Private Institutions: • A Licensed Architect With At Least Seven (7) Years Of Experience In Architectural And Interior Design With Similar Government Projects • A Licensed Interior Designer With At Least Seven (7) Years Of Experience In Interior Design With Similar Government Projects • A Registered Electrical Engineer With At Least Ten (10) Years Of Experience In Electrical Design With Similar Projects • A Registered Master Plumber With At Least Ten (10) Years Of Experience In Plumbing Design With Similar Projects • Three (3) Safety Officers With At Least Two (2) Years Of Experience In Interior Design Work With Similar Projects And Completed A 40-hour Construction And Occupational Safety And Health (cosh) Training • A Creative Director With At Least Seven (7) Years Of Experience And Expertise In Designing, Illustrating, Installing, And Ensuring Quality Photographs And Videos. 5.3 The Design And Build Contractor Shall Comply With The Eligibility Criteria Under Section 23.4.2 Of The 2016 Irr Of Ra No. 9184. 5.4 The Consultancy Firm Must Have The Technical Capability To Deliver All The Expected Outputs Enumerated In The Terms Of Reference (tor).
