Performance Work Statement (pws) solar Photovoltaic Arrays Maintenance And Repair Southern Arizona Va Health Care System part 1 general Information General: This Is A Non-personnel Services Contract To Provide Solar Photovoltaic Arrays maintenance, Repair, And Cleaning. This Contract Includes The 12 Carport Arrays And The Ground -mount Array And Tracker System. This Is A Full Maintenance Contract. The Government Shall Not Exercise Any Supervision Or Control Over The Contract Service Providers Performing The Services Herein. Such Contract Service Providers Shall Be Accountable Solely To The Contractor Who, In Turn Is Responsible To The Government. d Escription Of Services/introduction: The Contractor Shall Provide All Personnel, Equipment, Supplies, Facilities, Transportation, Tools, Materials, Supervision, And Other Items And Non-personal Services Necessary To Perform Solar Photovoltaic Arrays Maintenance And Repair As Defined In This Performance Work statement Except For Those Items Specified As Government Furnished Property And Services. The Contractor Shall Perform To The Standards In This Contract. b Ackground: The Southern Arizona Va Health Care System (savahcs) Has Thirteen Solar Arrays/ Inverters On-site. Twelve Of The Solar Pv Inverters Are Advanced Energy Solaronã‚â® Grid-tie Inverters, And One Is A Satcon Powergateã‚â® Plus Inverter. Twelve Of The Arrays Are Carport-structure Arrays, And One Array Is A Ground-mount, Single-axis Tracking Array. The Ground-mount Tracking System Is A Raytracker Gc. The Total Capacity Of The Solar Pv Arrays Is 4.5 Mw Dc (nameplate). the Ground-mount Array And Carport Structure Arrays Were Built By Rec Solar, Inc. (now Known As Rec Solar Commercial Corporation): the Pv Modules Have A Minimum 20-year Limited Warranty That Modules Will Generate No Less Than 80% Of Rated Output Under Standard Test Conditions (stc) ground-mount Array (came On-line In August 2010): the Ground-mount Array Has A Five-year Warranty From Both The Manufacturer And Installer, Including Parts And Labor. the Raytracker Has A 20-year Extended Warranty(a Normal Five-year Warranty Plus A Purchased 15-year Warranty). [note: First Solar Acquired Raytracker Is 2011. At The Time Of The Writing Of This Scope, First Solar Is Hoping To Leave The Tracker Business And Is Hoping To Negotiate With The Va Regarding The 20-year Warranty.] the Satcon Inverter Has A 10-year Warranty. [note: Cec Greatwall Acquired Satcon In 2014.] carport Structures (phase 1 Came On-line Gradually Starting In July 2011; Phase 2 Came On-line Gradually Starting In October 2012): the Carport Structures Photovoltaic System Has A 10-year Limited Warranty. the Advanced Energy Solaron Inverters Have A 5-year Warranty Plus A 5-year Extended Warranty (10-year Total). Refer To Technical Exhibit 5 For Inverter, Array, And Module Details. o Bjectives: The Objective Of This Contract Is To Maintain And Document Safe And Efficient Operation Of The Arrays And Inverters. s Cope: The Contractor Shall Furnish All Parts, Labor, Equipment, Qualified Personnel, Qualified Supervision, And Transportation Necessary To Provide Training, Maintenance, Repair, Inspection And Cleaning Of The Thirteen Savahcs Solar Pv Inverters And Arrays. g Eneral Information Site-specific Safety Plan: The Contractor Shall Develop And Maintain An Effective Site-specific safety Plan To Ensure Services Are Performed In Accordance With Standard Electrical And Pv Safety Practices. The Contractor Shall Develop And Implement Procedures To Identify, Prevent, And Ensure Safe Services. The Contractor Site-specific Safety Plan Shall Include A List Of The Contractor-required Safety Training And A Written Procedure For Contractor Personnel To Follow In The Event Of A Medical Or Site Emergency. The Site- Specific Safety Plan Is To Be Delivered Within 3 Weeks After Contract Award (refer To Technical Exhibit 2). Quality Assurance: The Government Shall Evaluate The Contractor Under This Contract In Accordance With The Performance Requirements Summary (refer To Technical Exhibit 1). This Summary Is Primarily Focused On What The Government Must Do To Ensure That The Contractor Has Performed In accordance With The Performance Standards.
