Tender Results of Transport Infrastructure Ireland Tii

Transport Infrastructure Ireland (TII) has a requirement for a security event monitoring tool. The Tool must analyse all TII data traffic in real time and identify suspect or anomalous events. This must not be based purely on known signatures but also on anomalous behaviour. The tool must also have the capability to isolate and kill devices that breach configured thresholds. The service will include a 24-hour service from the provider for experts to analyse the traffic and to alert TII staff in the event of a serious issue. This will also include a regular report and review with TII staff of any suspicious events. The term of the Services Agreement that may result from this competition will be issued for five years. TII will also have the option at its sole discretion to extend the Services Agreement for a further five year period. Therefore the contract resulting from this procurement may amount to ten years in total.

TII require Employment Practices and Contractor Industrial Relations Co-ordination Service (EPCS and CIRCS) for monitoring and reporting on TII-funded contracts, including site inspection of Contractors and sub-Contractors, to ensure compliance with Registered Employment Agreements and Employment Law, including: Conditions of Employment, Rates of pay, Standard of site welfare facilities, Grievance and disciplinary procedures Continuous liaison with Construction Unions on all labour matters affecting TII projects. PAYE/PRSI obligations.

Pavement Asset Management System-TII has a requirement for a pavement asset management system (PAMS) for use on the national road network. The PAMS will enable enhanced decision-making and management of the pavement network assets using multi-year performance, financial and economic analysis and modelling. PAMS will be used to devise strategic and tactical options for TII’s programme of pavement renewals and maintenance activities.

Passenger Information Display System-TII have a requirement to provide bi-lingual displays of Irish and English in accordance with the Irish Language Commissions requests.In order to address the bi-lingual requirements and achieve best value for money, TII have set out a plan for the purchase of 20 PIDs and the refurbishment of 46 existing PIDS which would bring all PIDs to a standard configuration.TII require to directly award this activity to Daktronics Limited and sets out the reasoning for this decision below.
