Sunnfjord Municipality would like to enter into service contracts in order to offer user-controlled personal assistance (BPA) by free choice. The contracting authority hereby invites tenderers to apply for award of concession for the provision of assistance hours in the BPA scheme (user controlled personal assistance) for users in the municipality. the municipality. The scheme works so that all tenderers who meet certain service concession terms after applying, are allowed to offer user-controlled personal assistance services for the contracting authority. - All tenderers that fulfil the concession terms and minimum requirements will have their concession granted. - Only those tenderers that have their application for a concession granted can provide the services for users for the contracting authority. - A tenderer who has been granted a concession will be able to provide services to the users who choose the tenderer in question. - There is no procurement obligation for the contracting authority. - There are equal terms for tenderers both in the process up to and in the actual service concession scheme.

The aim of the procurement is to enter into framework agreements for food and nutritional products, as well as packaging and consumables connected with food production. Sunnfjord Municipality's intention with this invitation to tender is to connect with a tenderer with the right expertise and experience for the implementation of a preliminary project for Sande School. The intention of the preliminary is to find the best possible solution for renovation and possible development of Sande School in accordance with the given financial frame. The assignment shall result in the preparation of documentation that shall be used as tender documentation for the turnkey contract.

The contract value is estimated to be above the EEA threshold value. The need is uncertain. Previously the contracting authority has spent approx. NOK 1,500,000 excluding VAT per year for the last three years. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.
