Statens Pensjonskasse (SPK) [the Norwegian Public Service Pension Fund] will enter into a contract with one tenderer for the procurement of an IT support solution for managing investment portfolios that will be used by the asset management department in SPK. The solution that will be procured will be the primary work tool for the Back and Middle offices in connection with their work assignments, and will furthermore function as a pre-system for the accounting system for POA (Unit4/Agresso). The solution will be used as a tool to calculate returns and to cover various reporting needs. The contract is applicable for 3 years, and can then be extended for one year at a time.

The purpose of the procurement is to enter into a framework agreement with one (1) tenderer that possesses specialist resources with documented expertise and solid experience with personal injury compensation. The contract will primarily secure SPK, Insurance Section, efficient access to legal assistance in personal injury cases, and can also apply to claims for compensation in accordance with the special schemes for military personnel.

SPK would like to enter into a contract with one tenderer for cleaning of all locations in use by SPK at Verkstedveien 1 in Skøyen, Oslo. The locations total approx. 10,000 m2 and consist of 2 storeys, mainly with office settings and meeting places, as well as a basement floor. A more detailed description of the premises can be found in Annex 1 Appendix 1 ‘Room list and area, including the material on the floor surfaces’. The contract includes regular cleaning and ordered services for various cleaning assignments. The contract also includes full-service sanitation and hygiene services. See the requirement specifications in Part b - Annex 1 of the tender documentation for further information on the scope and content of the procurement. The contract duration will be 2 years with an option for the SPK to extend the contract for a further 1+1 year. The maximum agreement period is 4 years.  SPK's contract with the current cleaning supplier runs until and including 13.06.2023. The new supplier will establish the cleaning service and be fully operational from and including 14.06.2023.

Statens pensjonskasse (SPK) administers the mortgage scheme for members of SPK. It is only SPK's members and pensioners that an apply for a mortgage up to a contractual loan limit. We grant loans to buy housing, refinancing, and loans for the renovation of own housing. Loans can only be given with security in own housing. SPK would like to use this procurement to get access to a total system for our mortgage scheme that covers the three functional areas loan applications, application processing, and administration. The system is to be offered as a cloud service / SaaS (Software as a Service).

The framework agreement shall be entered into with one - 1 - provider who has access to professional resources with documented legal expertise and solid experience with financial regulatory legislation, contract law, tax law and company law. The framework agreement is intended to provide the Asset Management Field legal assistance and advice related to: - Definition of the Norwegian Pension Scheme for the Pharmacy sector (Norwegian: POA), status/client classification - Contract formations - Monitoring relevant financial regulatory legislation

SPK would like to enter into a framework agreement with one tenderer for consultancy procurement services. There are two reasons why SPK needs a contract for consultancy procurement services; one is that SPK needs access to consultants within competence areas where we do not have existing consultancy service contracts, and the other is that the contract will supplement current contracts where the need is not sufficiently met by the supplier(s).

The analyses will primarily cover macro-economy and investment strategy aimed at supporting investment decisions within capital management.
