The contracting authority needs to enter into a framework agreement for expert inspection of lifting devises. The tender contest will be carried out as a collaboration and four contractual relationships will be established, one for each municipality. The agreement applies mainly to the municipalities' engineering departments and for Sandnes municipality's property department. The other municipalities' property departments can enter the agreement but are not obliged to do so.

The contracting authority is in need of a framework agreement that covers the contracting authority's hire of temporary doctors. The framework agreement will cover the hire of temporary staff for doctor duty, GP positions, health stations, institutional doctors, and nursing homes. The doctors must be able to be hired for urgent assignments, short-term assignments, long-term assignments and for holiday assignments. As the need for temporary staff can occur on short notice, it is important to ensure the deliveries. The procurement will therefore result in parallel framework agreements with up to 10 (ten) tenderers.

The contracting authority needs to enter into a framework agreement for bulk deliveries of fuel, and also needs to establish a completely new fuel plant. Clear diesel, coloured diesel, and AdBlue are to be delivered. It must also be possible to deliver HVO diesel and two-stroke petrol in the contract period. The deliveries will mainly be to Vatne operations station in Sandnes, but the tenderer must also expect a few annual deliveries to the contracting authority's fuel tank at Forsand. There will also be a few minor deliveries to other municipal locations on the mainland in the old Sandnes Municipality, including cemeteries, institutions, and sports grounds. The contracting authority has an old, existing fuel plant at Vatne operations station and needs the tenderer to establish a completely new plant as part of this procurement. The tenderer must remove and handle the existing plant, as well as carry out service and maintenance on the fuel plants in the contract period.

According to the Action and Finance Plan for 2023-2026, a housing programme for the parent initiative will be established with 9 mental care homes, five ordinary flats, common areas and a staff base.

The procurement is for a parallel framework agreement with up to 2 (two) tenderers to cover the requirements for children's housing and respite care services for users in Sandnes Municipality, with different degrees of disabilities. The objective of the contract is to ensure the contracting authority quality approved services when the contracting authority cannot cover these needs in-house. The users must have a good and facilitated service in a safe and skilled environment. The respite care service has a legal basis is the Health and Care Services Act §3-6 no.2, and children's housing has a legal basis in the Health and Care Services Act § 3.2 no.6 letter c. The right to the services is pursuant to the Patient and User Rights Act § 2-1a. Decisions and allocation of the services will be made by Sandnes Municipality c/o the Coordination Unit

The contracting authority needs to enter into a framework agreement for the collection of waste (residual waste), as well as delivery of this to the incineration plant at Forus. The waste must be collected from the following quays: 1. Uskakalven quay 2. Usken quay 3. Stølsvik quay 4. Rosenvik quay 5. Sjølvik quay

The contracting authority needs to enter into a framework agreement with a supplier for the delivery of patient alarm systems for the contracting authority's nursing home, residential and activity centres, and to other buildings that may need this. The framework agreement shall include the tenderers full participation in the planning and implementation of patient alarm systems, as well as the subsequent service and supplementary purchases for systems purchased under the agreement. This shall include participation in inspection and preparation of the implementation plan for locations, ordering of equipment, coordination with third parties/other disciplines, installation of equipment, acceptance test, handover, and service agreement. See appendix - 1 the Requirements Specification for further details on the Requirements.

The contracting authority needs to enter into a framework agreement for tyres and tyre services. The contracting authority is uncertain of the scope of the agreement, but estimates that the total contract value is between NOK 2,100,000 excluding VAT and NOK 2,800,000, excluding VAT.
