The contract shall cover the Contracting Authority's needs for operation and maintenance of the 112 service. The client's socially critical assignments entail high demands in regard to quality and availability, both in daily use, and in crisis and emergency preparedness. The service is required to be available 24/7/365. The procurement fulfils the terms for procurement without a contest, cf.§ 13-4 (b) no. 2. Competition is impossible due to technical reasons. The Contracting Authority has made a legal assessment of the sole supplier situation.
