Background On 31 December 2019, Who Was Informed Of Cases Of Pneumonia Of Unknown Cause Detected In Wuhan City, Hubei Province Of China. The Pathogen Was Subsequently Identified As A Sars Cov-2 And The Disease As Coronavirus Disease 2019 (covid-19) With Cases Detected Worldwide. On 31 January 2020, Who Declared The Event As A Public Health Emergency Of International Concern, And Covid-19 Was Subsequently Characterized As A Pandemic By The Who Director-general. As Cases Continue To Be Reported Globally, Enhanced Preparedness And Response Efforts Are Required In The Region. The Covid-19 Response Operations In The Region Are Expected To Continue For Several Months.   Purpose/specific Objective Of The Activity In The Context Of The Who Health Emergencies Incident Management System (ims), At The Country Level, The Incumbent Will Support Effective Country Response Operations Related To The Covid-19 Pandemic, With A Technical Focus On Epidemiology, As Part Of The Incident Management Team (imt) Of The Who Country Office In Papua New Guinea.   Description Of Activities To Be Carried Out (aligned To Draft Monthly Plans) The Consultant Will Be Assigned To: • Work Within The Covid-19 Epi/surveillance Pillar And Coordinate With The Incident Manager To Ensure The Planning, Implementation And Monitoring Of Epi/surveillance Activities; • Provide Technical Support And Assist In The Development Of Surveys And Monitoring/surveillance Systems For Detection, Verification And Response; Ensuring Efficiency Of Data Collection, Correlation, Analysis, Interpretation And Timely Reporting At Health Facility At The District Levels; • Develop Or Revise The National Surveillance Strategies To Improve Case Identification, Testing, Quarantine And Case Isolation • Establish Multisource Surveillance Through Collection And Verify Data On Cluster Outbreaks Or Rumors Received From Multiple Sources, Conduct Retrospective Analysis Of Reported Incidents: Determine Trends, Distribution Patterns, And Efficiency Of The Verification Mechanism; • Build Capacity Of National And Subnational Staffs Through Training And Mentoring; Field Visits And Provide On- The-job Training At The Provincial And Health Facility Level; • Work With National And Subnational Surveillance Staffs And Link Covid-19 Surveillance System Into The Existing Syndromic Surveillance And Strengthen The Health Systems Through Innovative Approaches In Analytics And Sustainable Manner; • Support The Development Of The Fetp Network And The Surveillance Staff As Part Of The Response Activities, Including Planning And Delivering Training; • Provide Technical Support For Vulnerability Assessment, Risk Mapping And Development Of Preparedness/contingency Plan At Provincial And District Level; • Work With Local And International Partners To Provide Additional Technical Guidance And Build Local Understanding And Capacity Around Disease Modelling And Whole Genome Sequencing; • Prepare And Disseminate Disease Outbreak News, Technical Documents, Updates And Assessments To Key Decision-makers In The Organizational Hierarchy And To The National Health Authorities, As Required Using Standard Tools And Templates; • Attend The Imt Meetings And Other Relevant Technical Meetings With Partners On Behalf Of Who Covid-19 Surveillance Unit; • Perform Any Other Incident-specific Related Duties, As Required By The Incident Manager Or Who Country Representative. The Consultant Will Provide Support To The Information And Planning Pillar Of Covid-19 Incident Management Team (imt).   Qualifications And Experince • sound Knowledge And Skills In Database Management And Statistical Analysis, Secondary Data Review, Survey Designing And Implementation, Monitoring And Evaluation Systems Design Or Use, And Public Health Information Management. • proven Ability To Multitask Across Various Planning And Implementation Processes Within A Highly Demanding Environment • demonstrated Knowledge, Competency And Professional Skills On The Public Health Aspects Of Infectious Disease Control, Epidemic And Pandemic Preparedness And Response With Particular Attention To Application Of An All Hazard Approach In The Context Of The International Health Regulations And The Use Of Event Based And Indicator-based Surveillance, As Well As Descriptive Epidemiology And Principles Of Public Health In Communicable Disease Surveillance And Response.   Education Essential First University Degree In Epidemiology, Statistics, Database Management Or Public Health From An Accredited/recognized Institute. Desirable An Advanced University Degree In Health-related Field Or Quantitative Epidemiology, Specialized Training In Communicable Diseases.   Experience Total Of Five Years Of Progressive Experience. Of Which At Least Two Years Related Field Experience, At The National And International Levels, In Implementation Of Public Health Surveillance, Outbreak Investigation And Response.
