Oslo municipality has prepared standard requirement specifications for the construction of buildings, including "Standard requirement specifications for Oslo Municipality" (hereinafter "SKOK" [Standard kravspesifikasjoner for Oslo kommune]). The system that be purchased will cover the Contracting Authority's needs for support with various work processes related to SKOK. The system will provide a centralised and structured approach to managing requirements that helps businesses and projects to maintain a clear overview of all relevant requirements and to ensure that they are met in an efficient manner. At minimum, the system support must handle the following work processes and functionality: - Management of requirements and requirement sets - Deviation management - Requirement specifications adapted to projects - Reporting and statistics

Oslo Municipality's entities have a continual need to procure licences and management of the municipality's licence contracts with the rights owners. Licence management is necessary in order to fulfil obligations to be correctly licences, at the same time that Oslo Municipality's costs must be kept at the lowest possible level in relation to the wanted access to functionality. A licence manager contributes to an overview of consumption and ownership; both Oslo Municipality as a whole, and for individual entities. In addition consultancy assistance will be requested in the field in the form of advice, courses, and training in order to cover any future needs.

The procurement of a shared system for reuse (hereafter referred to as "the system") for the municipality's organisations will be an important tool to support a change in practice throughout Oslo Municipality, from consumption and new purchases to reuse and a more circular economy. The requested system will be a platform where products can be exchanged, reused and shared internally for the organisations in Oslo Municipality. Furthermore, there is a need for functionality that allows an overview, organisation and planning of the products. The requested system uses a cloud service as the delivery model, including SaaS, with operation and maintenance in the tenderer's environment.

The municipality's WAN is currently a MPLS based IP-VPN, and procured as a service from a service provider. The contract for the provision of the current WAN services is about to expire. In addition a new WAN system is needed that is also run by new ICT related needs in the municipality. The aim of the procurement is to replace the current WAN system and accompanying delivery contract with a new system that covers the municipality's current and future needs.

Oslo Municipality, c/o the Development and Competence Agency, invites tenderers to an open tender contest for a framework agreement for the procurement of rideshare services for the Alna District. Oslo municipality is working to promote climate and environmentally friendly solutions and increased focus on the use of shared solutions. In this context, the City Council would like to carry out a pilot procurement of rideshare services. The Alna District is involved as a pilot district and will be a user of the service. The pilot will provide valuable insight and knowledge that can be used to assess how to potentially procure and implement the use of rideshare services in the best possible way for Oslo Municipality's other organisations. The Alna District has 14 service vehicles that it would like to replace in whole or in part with the use of rideshare services. The number and type of vehicles and the times that they will have to be available are described in the tender documentation and associated documents.

Oslo Municipality Would Like To Enter Into A Framework Agreement For The Procurement Of Toys And Art Materials. The Procurement Is Being Made On Behalf Of Collaborating Entities In Addition To Oslo Municipality. The Contract Has An Annual Estimated Value Of Nok 35 Million For All The Participating Entities. The Estimate Is Only A Guide And Is Without Obligation For The Contracting Authority.

The contract is for catering, including hot and cold food, as well as cakes and bakery products for the municipality's entities. The contract is non-exclusive for both the contracting authority and the tenderer. The procurement will be restricted to entities or programmes that have a primary objective of integrating disabled or disadvantaged persons into the working life. This only applies when at least 30% of the employees, or alternatively those who provide the main service, have a disability or are disadvantaged, cf. Cf. the Public Procurement Regulations § 8-8. This also applies for sub-providers, if any.
