Working in conjunction with the Alliance Commercial Assurance Lead and the Client SMPA Commercial Lead (Service Manager), the consultant will be expected to; o Develop, lead and manage the implementation of an Alliance Defined Cost audit regime including Lot 1, 2 and 3 Partners along with associated Client Costs across Performance Period 4 (April 2023- March 2024). As a minimum, the regime should confirm that; o Defined Cost have been properly incurred in providing the works and is allowable in accordance with the Alliance contract. o A robust audit trail of accounts and exists to support the Alliance and Client Costs. o Evidence exists that the invoiced cost has been paid in full without the application of discounts or rebates. o Ensure annual performance statement to the Client on performance is robust and supported by evidence those performance levels have been achieved. o Ensure Goals payment amounts are correctly applied in accordance with the Implementation Plan o Ensure Budget performance is correctly reflected in accordance with the Contract

The Department for Transport is looking to commission a research project on the production of biofuels from Used Cooking Oil (UCO), and the potential for fraud and indirect impacts from this. Concerns regarding the sustainability and traceability of UCO have been raised in a variety of forums. However, despite the significance of UCO as a feedstock and the concerns raised, the evidence base remains relatively shallow about the magnitude, likelihood, and impact of the potential risks and issues. The research is intended to address this research gap, going beyond a literature review and preferably taking a mixed-methods approach. The research should address the potential diversionary and indirect impacts of UCO demand and the risk of fraud in the supply chain. Based on these findings, the research should also identify key points of risk in the supply chain as well as mitigation opportunities.

- The Client seeks to procure the services of a Supplier to produce a think-piece which will consist of a review of Whole-Life Carbon (WLC) assessment tools and methodology in transport appraisal. A WLC assessment approach considers capital, operational, and user carbon emissions rather than just user/tailpipe emissions. This review should include information on what analytical tools are used for different elements of WLC assessment, who is using them, and an evaluation of the strengths and weaknesses of these tools for business case and Development Consent Order (DCO) decisions. - The overall policy objective is to improve the accuracy and consistency of carbon assessment across transport appraisal. WLC assessment requires particular attention as the methodology is less standardised than tailpipe-alone emissions assessment, and because emissions from constructing, maintaining, and using infrastructure will be an increasing percentage of total UK emissions as we approach 2050.
