MOVAR wants to lease a total of two 2-axle refuse collection vehicles, with single chambers for waste collection for use in the waste collection division. Although MOVAR needs a total of 2 refuse collection vehicles, it is possible to submit tenders for only 1 vehicle. An operational leasing agreement must be offered. This means that the monthly leasing instalments shall not cover the entire value of the refuse collection vehicle, and it is assumed that the vehicle has a remaining value at the end of the leasing period, in accordance with the stipulated remaining value in the contract’s price form. The leasing contract result in no financial risk and control are being transferred to the Contracting Authority as in the case of a financial leasing contract. The leasing agreements are valid for 7 years. The vehicles must run on biogas or electricity.

MOVAR shall expand Fuglevik treatment plant (RA) to include sewage water that is now being treated at Kambo treatment plant subject to closure. MOVAR has also been given a new discharge permit, from and including 2026, requirements are made in relation to reduction of phosphor, nitrogen and organic matter. The invitation to tender concerns Contract M2 – Water treatment - Separation and bio stage, which includes all treatment processes from sand and fat traps to discharge. Contract M2 shall be executed as a turnkey contract with partnering. The contract is therefore divided in two phases Phase 1 – Partnering phase and Phase 2 – Execution phase.

For use by the waste collection section in MOVAR, a total of 2 waste collection vehicles, 2-axle, with 1 chamber for waste collection must be acquired. The cars will run on biogas. MOVAR wants the cars as soon as possible, and by the end of 2024 at the latest.

Environmental monitoring of water shall be carried out at Solgård Avfallsplass (waste facility). The reason is to comply with the requirements in Chapter 13 of our emission permit. Consultancy service will also be requested.

For use in the waste collection section in MOVAR, a total of 1 sanitation vehicle, compactor with crane, 3 axles, 1 chamber for waste collection must be procured. The vehicle shall run on biogas or electricity. Test driving of the vehicles will be possible, if the suppliers offer this. See the requirements specification for further details.

The procurement includes the delivery, assembly, testing, and commissioning of a complete back-up power aggregate with pre-programmed control installations in accordance with the attached requirements specification and drawings. The back-up power aggregate consists of a diesel engine with a regulator, a generator, a cooling system, a lubrication system, an exhaust system, and various electronic instruments. The back-up power aggregate will be installed in a separate room. The room size is 6 x 10.2 x 4.8 m (BxLxH). The back-up power aggregate must be able to cover Vansjø Waterworks need during power cuts.

MOVAR will procure up to 11 refuse collection vehicles for use in the waste management section. The contracting authority expects that second hand vehicles are most relevant, but is, however, open to offers for new vehicles. The contracting authority's need for vehicles can be divided into two main groups, 2 axle and 3 axle refuse collection vehicles: 8 x 2 axle, ordinary refuse collection vehicles, 1 or 2 chamber, with total weight approx. 19 tonnes; 3 x 3 axle ordinary refuse collection vehicles, 1 chamber, with total weight approx. 28 tonnes. It is extremely desirable that the offered vehicles should run on biogas, but it is not set as a minimum requirement. The delivery time is between 15 June and 15 September 2022.
