Background The Global Fund Is A Partnership Designed To Accelerate The End Of Aids, Tuberculosis And Malaria As Epidemics. As An International Organization, The Global Fund Mobilizes And Invests Funds In Three-year Cycles To Support Programmes Run By Local Experts In More Than 100 Eligible Countries. Countries Apply For Funding Through Engaging In Inclusive Consultations With Stakeholders At The Country Level. The Global Fund Proposal Development Process Is Currently Scheduled For The Funding Cycle In Window 6 (2022 – 2025). The Allocation Of Resources For Malaysia Is For The Period 1 July 2022 To 30 June 2025, And The Allocation Period Amounts To Usd 3,964,273 For Hiv And Building Resilient And Sustainable Systems For Health (rssh). To Access The Allocation Amount, Funding Requests Must Be Developed Through Inclusive And Evidence-informed Country Dialogue And Be Based On National Disease Strategies And Health Plans. As Malaysia Is Classified As An Upper-middle-income Country, 100% Of Allocation Funding Should Focus On Interventions That Maintain Or Scale-up Evidence-based Interventions For Key And Vulnerable Populations. Applications Must Include, As Appropriate, Interventions That Respond To Human Rights And Gender-related Barriers And Vulnerabilities In Access To Services. Applications May Also Introduce New Technologies That Represent Global Best Practice And Are Critical For Sustaining Gains And Moving Towards Control And/or Elimination; And Interventions That Promote Transition Readiness Which Should Include Critical Rssh Needs For Sustainability, As Appropriate, And Improvement Of Equitable Coverage And Uptake Of Services. The Malaysian Country Coordinating Mechanism (ccm) And The Malaysian Aids Council More Specifically As The Named Principal Recipient Of The Fund Have Been Tasked To Submit A Funding Request For Hiv-related Intervention Programmes In Malaysia. The Submission Deadline Of The Funding Proposal Is 15 August 2021. The Key Aims Of The Hiv Allocation Is To Address The Needs Of Key And Vulnerable Populations In Malaysia Under The Scope Of: I) Investing In Strengthening Health And Community Systems; Ii) Investments In Removing Human Rights And Gender-related Barriers; And Iii) Importance Of Increasing Domestic Resources.   Purpose/specific Objective Of The Activity Technical Writer For A Prioritized And Costed Funding Proposal For Activities Concerning The Needs Of Key And Vulnerable Populations, On Behalf Of The Malaysian Aids Council And Stakeholders.   Methods To Carry Out The Activity Activities 1: Preparations Of Stakeholder Meetings 1.1: Consultant Shall Review Prior Implementation Plans And Reports From Global Fund’s Interaction With National Hiv Programmes Stakeholders Such As The Malaysian Aids Council And The Ministry Of Health 1.2: The Consultant Will Prepare A List Of Questions To Stakeholders To Prepare Funding Request 1.3: Participate In The Community Consultation And Country Dialogue 1.4:  First Detailed Outline Of Areas To Be Covered By The Funding Request. Activities 2: Draft Funding Allocation Request 2.1.: Consultant Will Use The Feedback To Prepare The Draft Funding Request In Consultation With Country Coordinating Mechanism, National Stakeholders, Who And Development Partners.  2.2.: Draft Of Programmatic Gap Table, Funding Landscape Table, Performance Framework And Budget And Other Related Documents. 2.3.: Submit The Draft To Malaysian Aids Council, The Country Coordinating Mechanism And Who For Circulation With Stakeholders And Development Partners Additivity 3: Final Funding Allocation Request 3.1.: Incorporate Feedback By National Stakeholders, Country Coordinating Mechanism, Who And Partners 3.2: Final Funding Allocation Request Submitted To Malaysia Aids Council And Who   Outputs: 1. Detailed Outline Of Areas To Be Covered By The Funding Request 2. Draft Funding Allocation Request 3.
