The aim of the procurement is to assist the Ministry of Local Government and Regional Development with the follow-up of the New Altinn programme and to contribute to strengthening the quality of this follow-up. The programme was established in spring 2023 and it is a multi-department programme that covers a project for the modernisation of Altinn in the Norwegian Digitalisation Agency. The programme also covers projects in the Brønnøysund Register Centre (BR), SSB, and the Norwegian Tax Administration for transferring services from Altinn II to Altinn 3, as well as the Norwegian Digitalisation Agency's work to assist other departments that have services on Altinn II by moving these services to Altinn 3. The programme is scheduled to run until June 2026 and will be managed by the Norwegian Digitalisation Agency. A programme board will be established consisting of managers for Digdir, BR, the Norwegian Tax Administration, and SSB. A first round of external quality assurance of the programme was carried out in spring 2023. The external quality assurance is scheduled to continue in the winter 2023/2024.

Since 1995, the Ministry of Local Government and Regional Development has collected data about municipal organisations. A report has been submitted in connection with each collection of data. The Ministry of Local Government and Regional Development is planning an equivalent data collection in 2024, after the municipal council and county election in 2023. The purpose of the project is to obtain data that provides a picture of how the municipalities and counties are organising their business politically, administratively, operationally and in regard to the municipality as a democratic institution. The upper financial limit for the procurement is up to NOK 3,000,000 excluding VAT, divided into up to 1,000,000 in 2023 and up to 2,000,000 in 2024. The project is expected to start when the contract is signed. Data collection will begin in the first half of 2024. The aim is to complete the report by 10 December 2024.

The project will be set up as a case study amongst selected entities in the state tariff field. The problem is divided into two main areas. The first main area is a searchlight on late careers, with the goal being to use seniors' (55-70 years) competence, experience, and involvement in the best possible way, which in turn can contribute to them remaining in work longer (after they turn 62 years). The second main area directs attention to concrete measures for, and experiences of seniors who have the right/possibility to retire with a pension. The final report must be submitted by 29 March 2024; this is so that it can be used, amongst other things, in the main tariff agreement negotiations in spring 2024. In addition the tenderer must present the final report at a launch seminar in June 2024. The procurement has an upper financial limit of NOK 1,910,000 excluding VAT including the option. The main assignment has an upper limit of NOK 1,800,000 excluding VAT, and the option has an upper limit of NOK 110,000 excluding VAT.

KDD would like, together with the main organisations in the state, YS Stat, LO stat, Unio, and Akademikerne, to find a tenderer for a project where the main aim will be to examine what is required for state jobs to be attractive jobs. The main aim of the project will be to find out what is required so that state entities are attractive work places. The project will present findings that include the state tariff area in general, and at the same time, cover differences that result from the entities in the state tariff area not being a homogenous group. The analysis and recommendations of measures ought to include this complexity. NOK 2,000,000 excluding VAT has been put aside for the project: Recruit, develop, and keep employees in the state. What is required for state entities to be attractive work places? The project will be started immediately, and the final report must be submitted to KDD at the beginning of March 2024. The contracting authority is seeking an evaluation of support provided to municipalities and county authorities by the Directorate of Elections [Valgdirektoratet] during elections. This support is primarily connected to the use of the Directorate of Elections' EVA system, training, user-support and information. It is preferable to have information on whether the collaboration between the Norwegian Directorate of Elections and municipalities and counties has functioned satisfactorily, and whether the Norwegian Directorate of Elections has solved the tasks related to supporting the municipalities and tools for the implementation of elections in an appropriate manner. The engaged party will also implement a survey that will be sent out to municipalities and counties after the election (the election implementation survey). The survey is intended to collect statistics on election implementation in municipalities and counties. The upper financial limit for the procurement is NOK 1,500,000 excluding VAT. The service provider must deliver two reports by 15 December 2023.

Municipal and county elections will be held in September 2023, and parliamentary and Sami parliamentary elections will be held in September 2025. The Municipality and District Department believes it is necessary to be prepared and have a preparedness plan in case actors are inclined to carry out operations to influence these elections. As a part of this work, the department would like to carry out a survey of activity that may be connected to the elections in the 2023–2025 period, including the years between elections. The department would like to have an external survey and analysis carried out on whether there have been targeted attempts from foreign actors to influence information that can be connected to the elections in 2023 and 2025. The project period begins when the contract is signed in 2023 and expires in 2025. The department would also like the investigation to evaluate the extent of disinformation and fake news in the Norwegian media.

KDD will try out a new district policy tool in the form of rural development contracts. The measure is aimed at district municipalities. The pilot comes from the fact that the current challenges faced by the district are complex and must be solved through new working methods. The trial consists of five pilots in two counties, and runs from January 2023 through 2025. The scheme consists of two phases: In phase 1, the municipalities will prepare suggestions for a possible contract. Phase 2 is the implementation of the contract. The assignment is considered to be a combination of follow-up research and evaluation. It will follow the projects from the start of phase 1, through negotiations with the state and up to the funded implementation of the contract in phase 2. The goal of the assignment is to provide the contracting authority with a good basis for assessing the appropriateness of contracts as a district political instrument. The Personal Protection Commission was established by royal decree on 23 June 2020. The commission must submit its report to the Ministry of Local Government and Modernisation in the form of a NOU by 1 September 2022 at the latest. The commission is supported by a secretariat. Procurement of a manager for the Personal Protection Commission's secretariat. The assignment will generally consist of ensuring the organisation and progress of the commission's work and the preparation of the commission's report in accordance with the commission's wishes.
