The International Labour Organization (ILO) is seeking a consultancy service provider to enhance the operational efficiency and effectiveness of the Iraqi Company for Bank Guarantees (ICBG). The project has four primary objectives: Optimize Organizational Structure: The consultancy will identify and address inefficiencies in ICBG’s current structure. This involves ensuring clear lines of authority, effective delegation, and streamlined workflows. The consultancy will collaborate closely with ICBG staff to identify areas for improvement and implement new structures that support the organization’s goals. Develop Comprehensive Standard Operating Procedures (SOPs): The consultancy will create detailed SOPs for all departments, providing clear guidelines and best practices for daily operations, decision-making, and compliance. These SOPs will be tailored to ICBG’s specific needs and reflect industry best practices. Implement Effective Training and Coaching Programs: The consultancy will develop and deliver targeted training and coaching programs to equip ICBG staff with the necessary skills and knowledge to achieve project objectives and enhance organizational performance. This includes on-the-job training and coaching to ensure staff can effectively apply their new skills and knowledge. Support the Deployment of the USD 9 Million Guarantee Fund: The consultancy will assist ICBG in developing and implementing a comprehensive plan for the deployment of the USD 9 million guarantee fund. This will bolster ICBG’s guaranteeing capacity and enable it to extend its reach to small and medium-sized enterprises (SMEs). The project aims to strengthen ICBG’s capacity to support job creation and economic growth in Iraq by improving its operational efficiency, risk management capabilities, and overall effectiveness. The project will be implemented in two phases detailed more into the TOR.

La OIT desea contratar a una empresa capaz de prestar servicios de gestión y contratación de 800 instructores seleccionados por la OIT y especializados en el sector TIC, para apoyar la implementación presencial de los programas de formación en articulación con la media del proyecto SENATEC. Esta formación está dirigida a 68.000 aprendices matriculados en establecimientos educativos de 28 departamentos de Colombia, garantizando la calidad y cobertura del proceso formativo, conforme a los lineamientos establecidos por la OIT. El socio implementador seleccionado, deberá ejecutar las siguientes acciones : - Contratar instructores altamente calificados en áreas de tecnologías de la información para garantizar la calidad de la formación impartida a los aprendices matriculados. Estos instructores serán previamente seleccionados por la OIT. - Implementar los programas formativos planteados en el desarrollo curricular: inducción, desarrollo de actividades de aprendizaje, registro de eventos de resultado aprendizaje, seguimiento técnico-pedagógico, registro de novedades académicas, evaluación de resultados de aprendizaje. - Gestionar e implementar la etapa productiva, seleccionando la alternativa de “proyecto productivo” a seguir por el aprendiz y programando actividades de seguimiento. - Una vez evaluados todos los resultados de aprendizaje en el aplicativo Sofía plus, el centro de formación con la OIT revisarán el cumplimiento de todos los requisitos para la certificación y gestionará el registro respectivo. La certificación la realizará el SENA (Servicio Nacional de Aprendizaje) de acuerdo con la resolución vigente a través del aplicativo de gestión académico administrativo. - Realizar reportes e informes sobre los avances de ejecución técnica pedagógica de la ejecución de la formación que permita conocer novedades de los aprendices (ficha de matrícula).
