The objective of this tender is to select the services of a Law Firm for the provision of: A) External Legal Services for IFAD, and B) External Legal Services for Staff Members with an indefinite or fixed term appointment. The selected Law Firm shall work under the exclusive supervision and oversight of IFAD’s Office of the General Counsel. The Law Firm shall, where and when requested, assume responsibility for, or provide legal advice on matters relating primarily to, public and private international law and issues arising under, or relating to, the Italian legal system. Additionally, where and when requested by a staff member at his/her own cost, it will provide legal assistance to the staff member on any legal matters arising under Italian laws and/or personal issues.

The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of Labour Assessment and Management Procedures to support the design of a new IFAD Project. IFAD, together with the Recipient Government are developing a new project with the aim of strengthening the fisheries sector and its contribution to rural livelihoods. in a developing country context, in Eritrea. In any new project, social, environmental and climate sustainability is critical for achieving IFAD’s mandate. In order to achieve these, IFAD has put in place its Social, Environmental and Climate Assessment Procedures (SECAP), last updated in 20211. A standard part of IFAD’s SECAP process is to produce a labour assessment and management procedure (LA/MP), which facilitates planning and assists the borrower/recipient/partner in ensuring that project implementation adheres to the requirements of Standard 5: on Labour and working conditions. The LA/MP identifies the main labour requirements and risks associated with the project and helps the borrower/recipient/partner to determine the resources necessary to address project labour issues. The duration of the contract will be is 2 and half (2.5) months, commencing from the date of signing. It is expected that the service will commence promptly upon the execution of the contract. More generally, the objectives of the assignment will be to: 1. Provide an overview of domestic labour legislation, Policies and Procedures, and international agreements. 2. Document the availability and strength of evidence on labour practices and associated risks as well as any evidence gaps across all of the dimensions within Standard 5. 3. Concretely identify and document the different types of labour use in the project, documenting which arrangements would be in place for each proposed activity including the number and characteristics of project workers, their main tasks, and the nature of their engagement and contract terms, and recommend project activities and related implementation arrangements (including potential alternative ones) that would ensure the project fulfils requirements of Standard 5 4. Based on the evidence available, assess potential labour risks across all dimensions within standard 5, identifying both known risks and potential ones. 5. Develop a labour management plan, which includes i) policies and procedures for risk mitigation to minimize or avoid any remaining risks, ii) labour implementation arrangements for components and activities, iii) grievance and redress mechanisms, iv) monitoring and supervision arrangements, v) Contractor management Contractual provisions, and Actions to take when a forced labour issue arises.

For the subsequent years, the General Council dates will be communicated to the selected Contractor with advance notice. In 2024, the 47th Governing Council is scheduled to be held on Wednesday, 14 February and Thursday, 15 February. The Governing Council will be housed in a temporary conference structure situated in an adjacent parking lot inside the IFAD premises. As per the attached floor plans (Annex I), the temporary conference structure will be composed of several areas holding different functions (i.e. Plenary Hall, Lounge Area, VIP Room, Sanitary Services, etc.), which will be connected to the main building through a temporary tunnel. The control room must be located inside the Plenary (main temporary conference structure), and it will include all the technical features (audio, video and lighting). The equipment and the vendor’s resources in the control room must also encompass the option to support hybrid multilingual meetings with ZOOM should the need arise. It will be connected with the technical area located at -1 of IFAD HQs through fiber- optic and analog cabling provided by IFAD in order to convey signals related to streaming, recording and simultaneous translation. For the latter, the interpreters’ booths will be the fixed ones located in the Oval meeting room (-1 level of IFAD HQs). All areas to be set up by the Contractor must have access to the simultaneous translation system and, upon request, to the audio-visual facilities. The objective of this tender is to establish a Long-term Agreement with a selected vendor(s) to provide: - LOT A: Event technology services and related equipment inside of a temporary conference structure to host the sessions of the annual Governing Council connected to the main building through a temporary tunnel. - LOT B: Web streaming equipment and services, Vertical Totems, local printers, network equipment (Access points and Switches), cabling and technical support for Access Points (AP) and Switches deployed in the temporary structure to connect to the IFAD network.

The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of Consultancy Servives for IFAD’s private sector offer. Recognizing that mobilizing the kind of resources needed to transform rural economies and food systems required a more direct engagement with the private sector than what it had in the past, in February 2019, the Governing Council approved a change in the Agreement Establishing IFAD allowing it to finance directly private sector organizations and enterprises. The ambition of the Fund is to deliver stronger impact and contribution to the SDGs, notably SDG 1 and 2 as well as the Nationally Determined Contributions (NDCs) for climate action. Given the global context of stagnant ODA to agriculture and reduced fiscal space for governments of developing countries to invest in small scale producers and rural poor, the private sector has an increasingly important role to play in this agenda. This is supported by the increased focus of major private sector entities to increase their involvement on sustainable investments. To this end IFAD is seeking to hire a consultant/consultancy firm to assess IFAD’s private sector offer, review external opportunities and needs and internal constraints; and develop a Road Map for IFAD’s implementation of an enhanced private sector work and offer.
