The DAGWOOD relational database system is used to support the biennial development and publication of the Technical Instructions for the Safe Transport of Dangerous Goods by Air, its Supplement documents and the associated Emergency Response Guidance for Aircraft Incidents Involving Dangerous Goods. The DAGWOOD System is currently used to capture data used in developing, maintaining and publishing complex dangerous goods lists contained in the dangerous goods publications. The lists, provide information needed to determine whether specific dangerous goods can be transported safely as cargo on passenger-carrying and/or cargo-only aircraft and, if so, how. They also provide emergency response information used by flight crew to determine how to respond to an in-flight incident involving the specific dangerous goods on board. Errors in the lists may lead to significant safety and economic consequences. The DAGWOOD System mitigates against these errors by eliminating data redundancy and generating data reports that are scrutinized by dangerous goods experts before generating the official tables, from the same data source, for publication in the English, Chinese, French, Russian and Spanish editions of the dangerous goods publications. The DAGWOOD System significantly facilitates the work of ICAO's Cargo Safety Section, and and the Language and Publication Branch, which helps ensure the timely production of the publications. The DAGWOOD System is almost 20 years old. and it needs to be redeveloped to ensure its continued viability; hence ICAO is launching this RFP to select and engage a vendor that will provide ICAO with a turnkey solution for the redevelopment of the system.
