The Contracting Authority proposes to engage in a competitive process for the establishment of a framework agreement to carry out Public Lighting Maintenance including new and associated Works in Fingal County Council’s Administrative Area.

Fingal County Council seeks tenders for the supply and delivery of up to five (5) No. Fully Electric Large Commercial Panel Vans over a one-year period. The initial requirement is for two Fully Electric Large Commercial Panel Vans. There may be a requirement for future purchases which may arise during the period of the contract and any possible extensions.

This is the first stage of this competitive procedure whereby any interested party may submit a response to this Questionnaire in order to be considered for inclusion on the tender list. Following evaluation, the top 5 scoring applicants will be invited to tender, should that number qualify.

The Contracting Authority intends to procure an intelligent public waste system comprising of a network of Solar Powered compacting litter bins, coupled to a software application enabled through a web portal, delivering real time data information on the status of each bin. The Contracting Authority may use this tender process to satisfy future requirements for Solar Powered Compacting Litter Bins during the term of the Framework. There may be a requirement for ongoing maintenance and upgrading of the electronic technology of these Solar Compacting Bins including Solar Compacting Bins already in situ.

This tender process is being conducted under Part 3 Chapter 1 of the European Union (Award of Public Authority Contracts) Regulations 2016 (S.I. 284 of 2016) (the “Regulations”) - Social and other specific services . The required services are listed as Annex XIV services of Directive 2014/24/EU (the “Directive”) and, accordingly, only Regulations 74-77 of the Regulations apply. The Contracting Authority has chosen to employ the Competitive Procedure with negotiation.

A new link road from an existing roundabout on Damastown Avenue connecting to Wellview Avenue is required. It is also proposed to upgrade the existing Wellview Avenue as far as, and including, Ladyswell Road Roundabout in accordance with the Draft Church Fields Land Management Plan. A new combined cycle track and footway along Damastown Avenue and through the future parkland area adjacent to Church Road is also proposed. This also includes the upgrade and provision of vulnerable road user (VRU) facilities through and around Church Road / Damastown Avenue Roundabout to tie in with other existing facilities in the area, and including the provision of a cycle route link from this roundabout to the Powerstown Educate Together National School along the Powerstown Road.

The project is for the development of a site at Ballymastone, Donabate, Co. Dublin for a sustainable mixed tenure residential development, in accordance with the Fingal County Development Plan 2017 - 2023 and the Donabate Local Area Plan 2016 - 2022 and applicable planning legislation.
