Ireland has a significant opportunity to be internationally recognised as the authentic birthplace of Halloween, motivating international visitors to choose Ireland not only for Halloween but as a 'must do' cultural year-round experience which will generate economic impact and create sustainable jobs nationwide. As part of its positioning, there is a role to play in spreading awareness to the Irish market and harness the opportunity to reclaim our heritage and adopt a nationwide platform of celebration. The ambition of this project is to create a series of night-time ‘Samhain Night Processions’ in a number of destinations (up to three in year one) whose theme is in keeping with authentic Samhain/Halloween origins and traditions during the Halloween bank holiday period.

As the National Tourism Development Authority, Fáilte Ireland supports the tourism industry through the provision of business services designed to improve the performance of tourism businesses and grow the tourism economy. These services are varied and include business development supports, training, sectoral and tourism information, events, market insights, grants and financial supports and industry standards targeting a large base of B2B ‘clients’, comprised of Irish tourism businesses and stakeholders. For the purposes of this tender document, the term ‘Customer’ is used to encompass B2B clients, stakeholders and customers/visitors (B2C).

Fáilte Ireland is seeking to establish a multi-party framework agreement for the provision of temporary agency staff for support, as requirements arise. These placements will be for varying periods of time from two weeks to twenty-three months. This framework agreement will include but will not limited to the following areas: Finance, HR, Procurement, ICT, Project Management, General Administration, Marketing, Research, Tourism Investment, Business and Product Development, Brand Development, Festival and Events, Communications, Sustainability and Accessibility.

The successful tenderer will be required to undertake appropriately scaled screening for and where required full Strategic Environmental Assessment (SEA)(under the EU SEA Directive) and Appropriate Assessment (AA) (under the EU Habitats Directive) of various tourism plans over the lifetime of this contract as and when required by Fáilte Ireland. The successful tenderer will be responsible for the implementation and management of all stages of the SEA and AA processes in compliance with the requirements of relevant legislation at European and national level as well as relevant best practice guidance in relation to such assessments. Fáilte Ireland may require environmental services for work that may be linked to or is outside the remit of services above.

Multi-Party Framework Agreement for Recruitment & Executive Search-Fáilte Ireland is seeking to establish a multiparty framework of suitably qualified providers who will manage and provide recruitment and /or talent search services as and when requirements arise.

National Environmental surveying and monitoring-The successful tenderer will be required to undertake our National Environmental Monitoring Programme 2023-2025.In addition they will be required to undertake Strategic Environmental Assessment (SEA) monitoring of all Fáilte Irelands plans which have and will go through the SEA process. This will be carried out to comply with relevant EU and national legislation pertaining to SEA.
