CEPOL is seeking to implement the Component 4 MENA Terrorism Trends and Situation Report and related capacity building activities under the EU funded CEPOL led project Enhancing Information and Criminal Justice Response to Terrorism in the Middle East and North Africa (CT INFLOW) to support partner countries in Africa and the Middle East, as well as international organisations such as the African Union and the League of Arab States, to enhance a common understanding of the threat assessment processes and their value, as well as to foster increased local ownership of the analytical processes and products.

The purpose of this procurement procedure is to conclude a single framework contract with a travel agency with extensive and proven experience, able to provide the travel arrangement and related event organisation services and handle the volume of services as detailed in the tender specifications. Travel will take place mainly in Europe and in CEPOL partner countries outside the EU (in the neighbourhood region – North Africa, Middle East, Western Balkans, Eastern Europe) however services to other destinations might be required as well.

The purpose of the call for tenders is the selection of economic operators for the provision educational editorial services for learning and training resources. The educational editorial work includes drafting texts and other educational content (e.g. quiz questions, summaries, glossaries, job-aids) on all crime areas of CEPOL’s training portfolio suited to the requirements of numerous target audiences, such as law enforcement officials and judicial officials. The content is specifically aimed to be used for CEPOL’s online modules and eLessons.

The subject of this call for tenders is to award a framework service contract for the provision of access to electronic subscriptions to content of scientific electronic journals and electronic books as well as related librarian information services. The main objective of the contract is to enable the registered users of CEPOL’s electronic network to access full-text content of a selected list of electronic journals and books through a single sign-on mechanism via the CEPOL extranet and their CEPOL user credentials. The search for this content shall be supported by adequate tools and services.

This procurement procedure aims to acquire ICT equipment and services to upgrade the current network infrastructure for CEPOL's partner AFRIPOL. This network infrastructure is a precursor to AFRIPOL's operational readiness to develop systems to secure information to fight crime in the African region and will create a platform for cooperation of the law enforcement agencies in the African continent and provide access to different databases of intelligence information to fight crime terrorism and secure their borders. Therefore, the proposed solution shall offer state-of-the-art technology with a particular concern for the security and prevention of cyber attacks. The AFRIPOL network connects 55 remote sites in each member state with its headquarters in Algiers.
